ABOUT THE PROGRAMME
The Coordination Unit (UCA) of Sahel Alliance (more info: https://www.alliance-sahel.org/en) is managed by GIZ as part of the BMZ commissioned regional project “Strengthening Cooperation in the Sahel Region”, financed jointly by BMZ/Germany, Canada, Luxemburg, and Spain. The Sahel Alliance Coordination Unit (UCA) serves as the operational and strategic body of the Sahel Alliance. It facilitates dialogue among members, ensures data and results tracking, supports evidence-based decision-making, and promotes joint accountability and transparency.
Based in Brussels, the UCA is composed of several experts, as well as liaison experts in Burkina Faso, Chad, Mali, Mauritania, and Niger. The Sahel Alliance is currently undergoing an adaptive reform in view of the evolution of situation in the region.
The Coordination Unit is responsible for collecting and processing data on Sahel Alliance-labelled projects and for maintaining several databases: a public one (Tableau de bord – Alliance Sahel) and a more detailed version reserved for members. Based on this data, it produces an annual portfolio report. In parallel, the UCA gathers geolocated data, including both activity and contextual data, to update a mapping tool of member interventions, accessible via the Alliance Sahel website (Les projets – Alliance Sahel) as well as an internal Geographic Information System (GIS), which generates analytical maps by combining contextual information with project and activity data (the so-called ATI database).
For our office in Brussels we are looking for an Expert (m/f/d) Monitoring & Evaluation and Operational Support
As the M&E – operational support expert, you will work in a small team and with one exclusive M&E colleague, under the supervision of the UCA’s Coordinator.
YOUR TASKS
Under the supervision of the UCA Coordinator, you will be responsible for:
- Collection and processing of data on Sahel Alliance-labelled projects (including portfolio information and geolocation), development of the annual portfolio analysis, and management / updating of databases and tools, when needed in collaboration with external technical support.
- Advice and technical assistance to national coordination platforms of the Sahel Alliance (in Mali, Niger, Chad, Mauritania, and Burkina Faso) in the context of the ATI (Integrated Territorial Approach).
- Together with the M&E advisor, implementation of ongoing strategic initiatives, in particular the revision of the accountability framework, facilitation of the M&E Group, evolution of the databases, and development of new methodological approaches; production of other analytical reports; drafting, monitoring and evaluation procedure documents.
- Supporting the UCA team members, when requested, in drafting strategy papers, articles / communication material, or abstracts, providing specific support to technical requests of governing bodies, members, as well as in assisting in the organisation of events (conferences, workshops, etc.).
- Together with the Policy, Strategy & Membership Coordinator, guiding, supporting, and accompanying certain sectorial and thematic working groups of the Sahel Alliance.
- Additional tasks as assigned.
YOUR PROFILE
This role is ideal for a proactive professional with experience in monitoring and evaluation, data systems, or international cooperation, who is motivated by contributing to impactful, coordinated development efforts in a complex regional context.
- University degree in Political Science, Development Studies, Statistics, social sciences or humanities, IT, or related fields.
- At least 3 (with master level) or 5 (bachelor level) years of relevant professional experience.
- Relevant experience in international development cooperation context.
- Relevant experience in project management, monitoring and evaluation, data management etc.
- Experience in working in the and knowledge of the Sahel region is an asset.
- Strong skills in Excel and data visualization are required; familiarity with GIS is an asset.
- Excellent written and spoken English and French; knowledge of German is an asset.
- Excellent organisational and communication skills, with the ability to work independently.
- If not an EU-citizen, prove of the legal right to work in Belgium (must be attached to your application).
- Team spirit and flexibility, capable of working in a multi-cultural environment.
- Solution-oriented mindset.
- Willingness to travel if required, including Sahel region.
WHAT WE OFFER
We offer a temporary contract with GIZ in Brussels under Belgian law (PC200). The position will be remunerated according to the level of experience. In addition to the legal holidays, you will receive 5 extra days of holiday per calendar year, as well as lunch checks, health insurance for hospitalization, the reimbursement of a monthly ticket for Brussels public transport and the possibility for home office in accordance with our respective policies.
