RAP’s Approach
RAP is widely viewed as a source of innovative and creative thinking that yields practical solutions. We meet directly with government officials, regulators and their staffs; we lead technical workshops and training sessions; we conduct in-house research and we produce a growing volume of publications designed to better align energy regulation with economic and environmental goals.

RAP’s Expertise
We are a global, non-profit team of experts focused on the long-term economic and environmental sustainability of the power and natural gas sectors, providing technical and policy assistance to policymakers and regulators on a broad range of energy and environmental issues.

All of RAP’s principals and senior associates are former regulators. We have expertise in regulatory and market policies that promote economic efficiency, environmental protection, system reliability and fair allocation of system benefits among consumers.

While RAP’s advice to public officials is always independent, we also provide educational and technical assistance to other stakeholders, including consumer and environmental groups, utilities and business associations. We are primarily funded by foundations and federal contracts.

RAP has worked extensively in the US since 1992 and in China since 1999. We added programs and offices in the European Union in 2009 and plan to offer similar services in India in the near future. We have supported requests for regulatory assistance in nearly a dozen other countries.

RAP often calls upon international experts to partner in our work. We also maintain a close affiliation with ClimateWorks, which has designated us as a network partner to identify best practices within the power sector.
