Junior Project and M&E Manager (m/f/d)

The Better Migration Management Programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Commission. The implementation is facilitated through a partnership with IOM, UNODC, CIVIPOL, and the lead agency GIZ. The Programme’s intervention partner countries are in the Horn of Africa region: Djibouti, Ethiopia, Kenya, South Sudan and Somalia.
The objective of the Better Migration Management IV (BMM IV) Programme is to improve the human-rights based management of safe, orderly and regular migration, support competent/national authorities addressing the trafficking in human beings and the smuggling of migrants and protect and integrate victims of trafficking and migrant returnees within and from the Horn of Africa.
For the BMM-coordination unit in Brussels we are looking for a Junior Project and M&E manager (f/m/d) starting 01.07. or 01.08.2026.
You will support the BMM M&E Advisor in monitoring, evaluation, reporting on the BMM programme and general project management. The role focuses on day-to-day monitoring tasks, coordination with implementing partners, supporting planning, reporting and evaluation processes and the daily project management.
Your key responsibilities:
- Monitor progress against indicators of EU logframe and BMZ Results Matrix for BMM IV.
- Monitor the implementation of BMM project activities against Annual Work Plans.
- Liaise with all implementing partners to ensure monitoring data is submitted on time.
- Review beneficiary data in the online database. Beneficiary Data Tool
- Ensure that sources of verification (both for activities and for indicator progress) are properly stored in the BMM MS Teams folder.
Support Tasks
Monitoring and Evaluation
- Support the rollout and use of the online monitoring system.
- Assist with drafting of Terms of Reference (ToR) for baseline and endline studies and support their implementation.
- Assist with the organisation of external evaluations required by commissioning parties.
Reporting
- Follow up with implementing partners to ensure annual and final reports are submitted on time.
- Check implementing partners’ reports for completeness and alignment with commissioning party requirements.
- Draft logframe-style indicator progress overview and list of sources of verification as annexes to reports.
- Support the preparation of the EU annual report.
Project Management
- Support the preparation of planning workshops.
- Assist with the facilitation of planning workshops.
- Support the alignment of annual work plans with project indicators.
- Update annual work plans as needed.
- Reflect updates from planning processes in the online beneficiary data tool.
- Prepare presentations for the coordination unit or the country teams
- Support regional activities of the programme
- Provide support for and during meetings with partners and donors
- Prepare relevant research on migration, and migration routes.
- Present the programme in various settings to GIZ-colleagues or IP colleagues
- Support the BMM-team in Brussels and at the HoA with general project management and strategic development of the project.
- Travel across EU and to the HoA region possible
Required Qualifications and Experience
- Completed university degree (Master’s or equivalent) in international development, social sciences, economics, statistics, migration, human rights or a related field.
- At least 1 year of professional experience in monitoring and evaluation and project management of international development/cooperation projects.
- Good understanding of logframes and indicator tracking;
- Experience in writing reports to donors.
- Experience with EU or BMZ projects is an advantage.
- Experience working with data and databases is an asset.

- Good organisational skills and ability to meet deadlines.
- Excellent written and verbal communication skills in English
- German and/or French are assets.
- Good working knowledge of MS Office (especially Excel) and MS Teams.

We offer a limited contract until 30.09.2028 with GIZ Brussels under Belgian Law (PC200). The position will be remunerated according to the level of experience. In addition to the legal holidays, you will receive 5 extra days of holiday per calendar year, as well as lunch checks, health insurance for hospitalization and the reimbursement of a monthly ticket for Brussels public transport and the possibility for home office in accordance with our respective policy.
