ABOUT THE PPROGRAMME

The global programme BACKUP Health – Supporting Global Health Global Program advises partners at regional and country level in strengthening health systems, improving health financing, and supporting local pharmaceutical manufacturing to enhance the effective use of global and domestic health resources.

Within the Team Europe Initiative (TEI) AU-EU Health Partnership, the BACKUP “Health Products” component supports collaboration between public institutions, industry, research organisations and development partners to strengthen pharmaceutical manufacturing, health innovation and sustainable investment in Africa. Effective engagement with the private sector is essential to mobilise expertise and investment, facilitate policy dialogue, foster innovation ecosystems, and promote strategic partnerships contributing to resilient health systems.

GIZ in Brussels is looking for an expert (m/f/d) who will contribute his/her expertise to the AU-EU Health Partnership Europe Support Team. It is expected that the Support Team will conduct its work in a “one team approach”, working closely with all experts, Hub Coordinators, Team Europe partners and relevant stakeholders.

YOUR TASKS

Objective of the Assignment

The objective of this assignment is to strengthen structured engagement with the private sector within the AU-EU Health Partnership by supporting the development and implementation of engagement strategies, facilitating dialogue, identifying and building strategic partnerships, supporting investment opportunities, and promoting collaboration between Team Europe partners and health industry stakeholders.

Main tasks

The expert shall perform the following tasks:

• Advise and support the AU-EU Health Partnership TEI on Private Sector Engagement to strengthen coherent private sector cooperation.
• Develop strategies for the systematic engagement of private sector actors in Team Europe Initiative Hubs, including the identification, mapping and prioritization of relevant companies, investors, industry associations and other relevant stakeholders.
• Develop tailored engagement approaches, foster investment mobilisation, build and maintain networks with private sector stakeholders, facilitate dialogue and partnerships in coordination with relevant EU initiatives.
• Analyse private sector ecosystems, stakeholder roles, engagement models and collaboration mechanisms (including innovative partnership models and public-private collaboration), and provide technical advice on opportunities with private sector actors, and facilitate collaborative initiatives that contribute to the objectives of the AU-EU Health Partnership.
• Support the planning, organisation, implementation and follow-up of events, workshops, business dialogues, and networking activities involving private sector stakeholders.
• Facilitate stakeholder participation and prepare agendas, background materials, and follow-up actions for engagement activities.
• Develop and implement results-oriented monitoring approaches, document good practices and lessons learned, and prepare analytical reports and recommendations on the effectiveness of private sector cooperation.

YOUR KNOWLEDGES

• Advanced university degree in International Development, International Relations, Public Policy, Economics, Business Administration, Life Sciences, Biotechnology or another relevant field.
• At least 7 years of professional experience in in health or pharmaceutical sectors, partnership development, stakeholder engagement, innovation ecosystems, technology transfer, or industrial development in the health or pharmaceutical sectors.
• Demonstrated experience supporting Team Europe Initiatives, Global Gateway, EU-funded programmes, or comparable international cooperation frameworks.
• Demonstrated knowledge of pharmaceutical manufacturing, health innovation ecosystems, health systems strengthening, or public-private partnerships within the health sector.
• Proven experience in stakeholder mapping, facilitation of multi-stakeholder dialogue, partnership building and coordination of international cooperation processes.
• Experience in organising and facilitating workshops, business dialogues, consultation processes and high-level stakeholder events.
• Demonstrated experience preparing analytical reports, strategic recommendations and technical inputs for policy dialogue and programme implementation.
• Excellent analytical, coordination, and communication skills.
• Excellent command of English (written and spoken); knowledge of German and/or French would be an asset.

WHAT WE OFFER

We offer a temporary contract with GIZ in Brussels under Belgian law (PC200). The position will be remunerated according to the level of experience. In addition to the legal holidays, you will receive 5 extra days of holiday per calendar year, as well as lunch checks, health insurance for hospitalization, the reimbursement of a monthly ticket for Brussels public transport and the possibility for home office in accordance with our respective policy.
