- Purpose of the Tender
The Party of European Socialists (PES) is seeking a qualified event management agency based in or with extensive experience in Germany to provide comprehensive event management services in the country. The selected partner should be able to manage (organisation, execution, report) a variety of event formats, including rallies, conferences, conventions, or similar, as well as to promote the events across traditional and social media channels.
The PES is the second biggest European political party, bringing together 32 full member parties from all EU countries and Norway. We have associated and observer members from Europe and beyond. The PES is represented in the European Parliament by the Group of the Progressive Alliance of Socialists & Democrats.
The PES is organising events to promote progressive policies in various European countries.

2. Scope of Work
The agency will be responsible for the end-to-end delivery of event management services, including but not limited to:
- General Organisation:Â Venue sourcing (indoor/outdoor), catering, and logistics.
- Legal & Compliance:Â Obtaining all necessary local and federal permissions for public gatherings and events.
- Security & Safety:Â Providing professional security personnel, health and safety assessments, and admission control.
- Technical Production:Â Provision of lighting, sound, and stage design/construction.
- Digital Presence:Â Live streaming capabilities for social media platforms.
- Promotion:Â Comprehensive advertising campaigns across traditional media and social media to drive attendance and engagement.
 3. Tentative Event Schedule and contract duration
 The framework covers three or more major events, with the following details currently confirmed:

- Event 1 (Late 2026): North Rhine-Westphalia (NRW).
- Event 2 (2027): Lower Saxony.
- Event 3 or more (2027-2028): Location and date to be announced (TBA).
- The contract awarded through this tender shall remain in effect from 2026 until the end of 2028, with an option to extend the agreement till year 2029, if required.

5. Tender conditions
5.1. Deadline and format
The deadline for confirming participation in this tender is June 1st, 2026, 11:59 PM CET.
The deadline for bid submission is July 3rd, 2026, 11:59 PM CET.

5.2. Competence and exclusions
By submitting documents for the tender, the bidding company states that it has the technical ability to carry out the entirety of the requested professional activities, including the official registration requirements for its business or profession.
The bidder declares that he is not bankrupt, in liquidation or judicial redress, as well as in a debt collection situation. The bidder states that no judicial court decision has been made final against it, during a labour and social security infringement procedure.
The bidder and members of its management state that they have no business connection or degree of kinship or alliance with PES AISBL management or employees, nor any kind connection that could lead to a conflict of interest.
