Advisor (m/f/d) for the Global Gateway Investment Climate Reform (GG ICR) Facility

ABOUT THE PPROGRAMME
The Global Gateway Investment Climate Reform (ICR) Facility supports partner governments, public institutions and private-sector representatives in improving the business environment and investment climate in line with the EU’s Global Gateway strategy. Jointly co-funded by the European Union, the German Federal Ministry for Economic Cooperation and Development (BMZ), and the French Ministry for Europe and Foreign Affairs (MEAE), the Facility is implemented by GIZ, Expertise France and SNV.
The Facility provides high-quality technical assistance, develops and disseminates knowledge products, strengthens strategic dialogue with EU institutions and contributes to evidence-based policy processes. A central component is the ICR Knowledge Hub, which consolidates lessons learned, maintains methodological standards, and ensures cross-regional learning aligned with Global Gateway priorities.
For our office in Brussels we are looking for an Advisor (m/f/d) ) for the Global Gateway Investment Climate Reform (GG ICR)
YOUR TASKS
Reinforcing the Brussels-based team, the Advisor (m/f/d) for the Global Gateway Investment Climate Reform (GG ICR) Facility works closely with all team members, most particularly with GIZ staff but also with partner organisations across INTPA partner countries to:
- Act as GG ICR focal point in Brussels and lead high-level coordination efforts with other INTPA Facilities ensuring strategic alignment on business environment reforms and the Global Gateway strategy and proactively positioning the GG ICR Facility within the broader EU cooperation landscape.
- Lead the development and institutionalisation of tools and internal procedures (templates, strategies, guidance notes, etc.) for the implementation of the GG ICR Facility, ensuring that standards are coherent, efficient, and aligned with donor requirements.
- Supervise the preparation and implementation of the outreach strategies for the Global Gateway Investment Climate Reform (GG ICR) Facility:
- Prepare adapted outreach and communication messages for potential partners in INTPA partner countries, develop networks with EU Delegations and other EU or Member states’ (EU-MS) team supporting the Global Gateway Strategy, find synergies with other GIZ projects and EU or EU-MS-funded projects.
- Ensure the pipeline of interventions aligns with the GG ICR Facility mandate and priorities, and with the GIZ’s priorities.
- Mainstream across the team opportunities and messages for outreach.
- Manage technical assistance interventions in support of GG ICR´s partner organisations (governments, public agencies, chambers, associations etc), with a focus on business environment reform. This includes for each intervention:
- Assessing the request for support from partner organisations, through interviews with requesters and other relevant actors
- Draft Terms of Reference for the proposed intervention
- Select and manage consultants to implement the intervention
- Organise and hold regular exchanges with the requesters and consultants to ensure sound implementation of the intervention
- Liaise with the EU Delegations and other donors in the respective countries on the intervention
- Ensure the collection of required data for the purposes of monitoring and evaluating the impact of the intervention
- Ensure the adherence to the communication and visibility rules by all actors, in particular the consultants
- Lead on GIZ interventions for short-term technical assistance in INTPA partner countries:
- Responsibility for budget planning and the overall approach to achieving related targets.
- Management of large consultancy contracts (<1.5m)
- Ensuring the sound financial and technical implementation of interventions by liaising with colleagues implementing interventions and coordinating with the Team Leader
- Provide lateral leadership in team development, onboarding and mentoring junior colleagues, strengthening capacities on intervention design, donor strategies, processes and quality standards.
- Lead the strategic and conceptual development of events ensuring alignment with programme objectives and donor expectations and providing direction to colleagues and external partners involved in delivery.
- Contribute to the GG ICR Facility´s knowledge management efforts through management of studies, training, peer-events.
YOUR KNOWLEDGES
- Master’s degree or equivalent qualification in economics, political science, public policy, international development, business administration, law, or another relevant field.
- Strong conceptual and analytical skills, with the ability to translate strategic priorities into practical tools, implementation procedures, guidance notes, and outreach approaches.
- Excellent coordination and stakeholder management skills, including experience working with EU institutions, public institutions in partner countries, development partners, private-sector organisations, chambers, associations, and consultancy firms.
- Strong communication and representation skills, including the ability to prepare concise messages for senior stakeholders and position a programme strategically within a broader institutional landscape.
- Excellent command of written and spoken English. Knowledge of French and/or German would be a strong asset; additional languages relevant to INTPA partner countries are an advantage, especially Spanish or Portuguese.
- High level of intercultural competence, political sensitivity, flexibility, and willingness to work in a complex, multi-partner environment.
- At least 5 years of relevant professional experience in international development cooperation, preferably with a focus on private sector development, investment climate reform, business environment reform, public-private dialogue, trade, or economic governance.
- Strong understanding of EU development cooperation, the Global Gateway strategy, EU Delegations’ working modalities, and the broader Team Europe cooperation landscape.
- Proven experience in managing complex technical assistance interventions, including assessment, drafting Terms of Reference, consultant selection and steering, quality assurance, monitoring, and reporting.
- Experience in managing consultancy contracts and budgets, ideally in the context of GIZ, EU-funded programmes, or comparable donor-funded facilities.
- Willingness to travel to INTPA partner countries and within Europe.
WHAT WE OFFER
We offer a temporary contract with GIZ in Brussels under Belgian law (PC200). The position will be remunerated according to the level of experience. In addition to the legal holidays, you will receive 5 extra days of holiday per calendar year, as well as lunch checks, health insurance for hospitalization, the reimbursement of a monthly ticket for Brussels public transport and the possibility for home office in accordance with our respective policy.
