The Procurement Officer / Legal Advisor specialised in Public Procurement ensures the legal compliance of procurement procedures, contract execution, and contract management. He/she supports the Operations Department and project managers throughout all stages of the public procurement process.
Key Activities:
- Monitor legal developments and ensure up-to-date knowledge of public procurement regulations.
- Draft, review, and secure contractual documents (tender dossiers, contracts, amendments, etc.).
- Advise internal departments on the appropriate procurement procedures (in line with the Civipol Guide or the French Public
- Procurement Code : simplified procedures, open tender, competitive dialogue, etc.).
- Support the tendering process: analyse applications and bids, draft evaluation reports, and manage correspondence with candidates.
- Monitor contract performance (claims, penalties, potential disputes).
- Manage pre-litigation and litigation procedures related to public procurement (appeals, injunctions, contractual disputes).
- Deliver training and raise awareness among internal teams regarding public procurement rules and best practices.
- Contribute to the continuous improvement of legal processes and tools (contract templates, internal guidelines, etc.).
Approximately 40% of the Procurement Officer / Legal Advisor’s time will be dedicated to the implementation of the SHIELD PCP project. SHIELD PCP is a project awarded to the French Ministry of the Interior, with the support of CIVIPOL, under the Horizon Europe programme. Running for 36 months from 1 October 2025, the project has a budget of €5.25 million and brings together several EU Member States (France, Italy, Poland, Slovakia, Greece, Spain, the Netherlands).
The DCIS, DEPAFI, and CIVIPOL are jointly responsible for implementing the project:
DCIS leads on the operational aspects;
DEPAFI provides expertise in innovation procurement and legal and financial compliance;
CIVIPOL ensures project engineering and administrative support.
The project aims to support the development of innovative technological solutions in the field of civil security. DEPAFI acts as the contracting authority on behalf of partner Member States (Spain and the Netherlands). The Procurement Officer / Legal Advisor is responsible for the implementation of the procurement activities led by DEPAFI.
Project-Specific Activities (SHIELD PCP):
- Ensure legal compliance of cross-border innovation procurement procedures, in line with both European and national regulations.
- Support the identification and consolidation of functional needs to align procurement strategy with fit-for-purpose solutions.
- Conduct market research and prepare tender documents and contracts (Pre-Commercial Procurement – PCP, PPI, etc.) following legal and best practice frameworks.
- Coordinate procurement processes with consortium partners, pooling demand and fostering collective innovation capacity.
- Contribute to the administrative, financial, and logistical management of contracts, considering intellectual property rights, competition, and data protection.
- Attend specialist training (e.g., European Assistance for Innovation Procurement methodology) to strengthen expertise in innovative procurement practices (needs analysis, market consultation, procurement strategy).
- Lead open market consultations (webinars, public events) to gather supplier feedback and stimulate the development of suitable, innovative European solutions.
Job Requirements:
Master’s degree (or equivalent, Bac +5) in Public Contracts Law or International Procurement.
Experience:
Minimum 5 years of relevant experience in public procurement or within an organisation subject to the French Public Procurement Code.
Technical Skills:
Excellent knowledge of the French Public Procurement Code.
Strong legal drafting skills.
Proficiency in MS Office (Word, Excel) and e-procurement platforms.
Fluent in English (written and spoken).
Working knowledge of French (written and spoken).
