The Public Procurement Manager is responsible for providing guidance to the ESPON EGTC staff, including the Director and Assistant Directors, on the design and implementation of public procurement and service contracts to ensure compliance with legal obligations and administrative procedures resulting, among others, from the management of European Structural and Investment Funds disbursed by the European Commission, as well as from the relevant Luxembourgish legislation in the field of financial administration and public procurement.
By carrying out internal reviews and assessment of EGTC’s procedures, in particular related with public procurement, the Public Procurement Manager will be contributing to assurance of effective and sound management of the Grant Contract awarded to ESPON EGTC by the Managing Authority of the ESPON 2030 Programme.
The Public Procurement Manager will also directly work, in collaboration with the other Public Procurement Manager, on a risk management and control strategy for ESPON EGTC, including the implementation of anti-fraud measures.
In addition, the Public Procurement Manager, likewise the other members of the team on administration, budget and public procurement, will be managing specific service contracts for external expertise and support, ensuring that they are performed efficiently and in line with the organisation’s interests and in compliance with the relevant regulatory frameworks.

The sought candidate should exhibit knowledge of EU public procurement law and ideally of Luxembourgish public procurement law.
The sought candidate should be fluent in English and in French, to draw up written analyses and propose effective solutions based on the interpretation of the laws, regulations and specifications also in relation to the Luxembourg legislation which is mainly provided in French.
