The Union of Public and Rail Transport (UTP) is France’s professional association which represents urban and rail transport companies and infrastructure managers, which is based in Paris.

Its Legislation and European Affairs department (6 people), which is responsible for monitoring developments in national and European laws and regulations and lobbying, is looking for a project officer (M/F). The person will also work for the European Affairs department of UITP, which is the international association of public transport based in Brussels. Travel will be required, notably between Paris and Brussels. 


1. Contribute to defending the common interests of the profession for the professional sector at European level:

Take part in drafting :

Contributions for consultations with public authorities, notably the European Commission,

Positions on laws and regulations being drawn up and on current issues,

Legal and political analyses of the European topics followed, notably covering:

Opening rail transport up to competition, all issues related to urban transport competition, concessions, public procurements, in-house operators...,

State aids,

Digital and open data issues,

Legislation and sector policies: White Paper on transports, passenger rights...,

Taxation: VAT…

Monitor the development and application of key European laws and regulations

Represent the profession before the institutions and partners of the UTP and UITP:

Involvement in meetings between the European institutions and the sector’s representatives, projects with the UTP’s European counterparts...

Continue to build up a network of European contacts

2. Take part in the working groups and Committees of UTP and UITP

3. Provide information and advice to members of UTP and UITP :

Monitor and follow current affairs covering European issues related to the profession.

4. Contribute, together with all UTP staff, to maintaining and improving UTP’s quality system (AFAQ AFNOR certification, corporate social responsability)


Minimum of a postgraduate degree in Community law or in politics or equivalent,

A minimum of 3 to 5 years of professional experience,

Full written and oral proficiency in French and English,

German or another language would be an advantage,

Good interpersonal and communication skills,

Ability to work effectively in multi-stakehodler teams,

Excellent writing skills,

Excellent analysis abilities,

Rigorous and methodical,

Flexibility and enthusiasm for working on a variety of tasks,

Use Word, Excel, PPT and Outlook Exchange on a daily basis.


Full-time position,

30 days of annual leave,

Work location: UITP – Brussels or UTP – Paris. Travel will be required between Paris and Brussels.
