The EIB, the European Union's bank, is seeking to recruit for its Secretariat General (SG) – Advisory Services (AS) – Financial Instruments Advisory Division (FIA), at its headquarters in Luxembourg, a:

(Associate) Communication Officer

This is a full time (temporary) position at grade 4/5

The term of this contract will be until 31st March 2021 – linked to FI-TAP Partnership

Purpose

As the (Associate) Communication Officer you will join the Advisory Programmes (fi-compass) Unit part of our Financial Instruments Advisory Division (FIA).

Financial Instruments Advisory supports the deployment of Financial Instruments (FIs) using the European Structural and Investment Funds (ESI Funds) and required a co-ordinated information, advisory and capacity building effort across all Member States.

In this context, the European Commission (EC) requested EIB to set up and manage the “fi–compass” advisory platform, accessible to all ESI Funds stakeholders.

Since 2015, fi-compass has been providing advisory services on FIs to support ESI Funds managing authorities, by providing practical know-how and learning tools on FIs. These include, inter alia, “how-to” manuals, factsheets for quick reference, e-learning modules, face-to-face training seminars and networking events. The (Associate) Communication Officer will be responsible for the overall management and coordination of the dissemination of information and knowledge through a range of delivery channels, with emphasis on a web-based knowledge management and communication hub (the “fi-compass website” www.fi-compass.eu). With almost 1,000,000 web pages views, the fi-compass website is serving as a dynamic online platform to raise awareness on ESI Funds FIs, deliver technical knowledge about FIs deployment and build the capacity of ESI Fund stakeholders. The platform provides information in the form of guidance documents, FAQs, e-learning, thematic videos, newsletters and regularly updated links to other relevant information or events.

The technical set-up of fi-compass website, its infrastructure maintenance and updating is carried by an external service provider in close collaboration with EIB.

The candidate will ensure that all dissemination and knowledge sharing activities are consistent with EIB communication policy, guidelines, practices, and branding and taking account of the specific fi-compass mandate requirements. This is a hands-on role and encompasses a broad spectrum of activities in connection with dissemination of information and knowledge, and will require tight co-ordination with the EIB Communications Department.

Operating Network

You will report to the Head of Advisory Programmes (fi-compass) Unit and work in close cooperation primarily with the Communication Department, with other Departments within the Bank as well as coordinating external consultants supporting the EIB with communication activities.

Accountabilities

As the (Associate) Communication Officer you will be responsible for the following tasks, in line with EIB and fi-compass mandate communication policy, guidelines and practices:

  • Managing the fi-compass communications portfolio channels (including learning videos, video case studies, video testimonials, LinkedIn, Twitter, YouTube, etc.), in coordination with the Communication Department;
  • Managing fi-compass website and fi-compass social media network
  • Coordinating the development of communication material, including quality review, editing and prioritisation, ensuring quality of fi-compass communication standards across all media and strengthening brand awareness;
  • Writing summary texts for online publications, based on contributions from colleagues and external parties.
  • Defining, agreeing and monitoring the provision of specific services to be delivered by external providers of the EIB, related to communication activities, through the implementation of assignments;
  • Negotiating and agreeing the scope of services and deliverables to be provided by the external service providers within each assignment;
  • Steering, monitoring and quality checking of the day-to-day delivery of the communication-related services by external service providers;
  • Monitoring of all communication-related KPIs
  • Attend regular coordination meetings with the Communications Department to update and co-ordinate activities where appropriate;
  • Providing inputs to strategic, functional and content development in connection with FIA Division or EIB delivery of communication related activities.

Qualifications

  • Minimum 3 years of relevant professional experience preferably related to promoting EC financial facilities, EC financial instruments or managing communication portals and or other media communication channels.
  • University degree with studies preferably oriented towards communications marketing, journalism, European studies, international relations or business administration.
  • Demonstrable experience of writing for different communication channels.
  • Good understanding of relevant web analytics and proficiency in using specialised communication software/applications enabling online knowledge management and network hub.
  • Good understanding of Web based campaigns.
  • Experience of managing external providers would be a distinct advantage.
  • Understanding of the EIB’s mission and activities; and knowledge of EU policies and current EU affairs.
  • Knowledge of FIs, of the 2014-2020 regulations and of ESI Funds stakeholders’ advisory needs would be would be preferred.
  • Excellent knowledge of written and spoken English and a good knowledge of French (*) (Knowledge of other EU languages would be an advantage).

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
