Advisor for the Project “Covenant of Mayors Sub-Saharan Africa Phase III”

FIELD OF ACTIVITY: The Covenant of Mayors in Sub-Saharan Africa (CoM SSA) initiative supports Sub-Saharan cities in their fight against climate change and to ensure access to clean energy. Under the CoM SSA local authorities are invited to make a voluntarily political commitment to implement climate and energy actions in their communities. The project CoM SSA Phase III supports African cities with these challenges. It aims at scaling-up the initiative's impact through three pillars:

  1. Sustainable Energy and Climate Action Plans (SEACAP) Development, Integration and Monitoring;
  2. Support urban sustainable energy and climate related investments (focus of Phase III);
  3. Promoting regional cooperation and enhance learning from good practice. The project will be will be implemented by GIZ in cooperation with the French and Spanish Cooperation Agencies (Implementing Partners).


The advisor will work in the Programme Coordination Unit (PCU) of the project acting as secretariat of the steering and technical committees. Within the PCU, the tasks of the advisor include:

  • Help to develop a common M&E System for the project for all implementing partners;
  • Support Common M&E of all implementing partners.
  • Coordinate reporting and prepare common documents for the annual and technical meetings as needed
  • Compile and write the reporting part for the GIZ project
  • Organise and support as relevant meetings for steering of the programme secretariat
  • Support coordination processes amongst all implementing partners for example via a common work plan;
  • Maintain periodical activity updates, tailored to the underlying steering needs of the European Commission;
  • Assist and coordinate on a day-to day basis activities between implementing partners and stakeholders of CoM SSA Phases I and II;
  • Liaise with relevant stakeholders such as CoM-SSA Phase I and II stakeholders (Implementing team) and other cities networks and relevant activities (e.g. Mobilise Your City, LoCAL, CiCLIA);
  • Assist the team leader in the management of the Program (operational planning, reporting, financial monitoring).


  • At least master´s degree in a relevant subject for the project (eg. business management, economics, statistics or related subjects);
  • At least 3 years' professional experience in project management and monitoring;
  • Expertise in monitoring and development of monitoring systems;
  • Very good IT literacy with experience with planning tools (e.g. MS office or complex excel planning sheets);
  • Structured approach and able to absorb information and data with/of a lot of stakeholders;
  • Experience in working with GIZ's processes and instruments would be an advantage. •
  • Fluent in English and German; excellent knowledge of French is an advantage

ASSIGNMENT PERIOD: Next possible starting date – 30.09.2021

OUR OFFER: We offer you a temporary contract with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Brussels under Belgian law. The position will be remunerated according to the level of experience. In addition to the legal holidays, you will receive 5 extra days of holiday per calendar year, as well as lunch checks, health insurance for hospitalization and the reimbursement of a monthly ticket for Brussels public transport.

The position is full-time. Work place is Brussels. A valid work permit for Belgium is required.
