Main Purpose of the Role

The EU Advocacy Manager will be responsible for the day to day delivery of Lumos’ EU advocacy objectives, representing the Lumos EU Liaison Office and co-ordinating its work.

Please note that this post is a maternity leave cover. The salary for this position is €60,000 per annum inclusive of holiday payment. 

Principal Accountabilities

Key tasks will be in line with an agreed workplan and will include:

  • Develop and deliver the strategy to influence relevant EU policies, legislation and funding  towards deinstitutionalisation of children including with regards to EU internal and external funding, human rights, equal opportunities, neighbourhood and development policies, international aid, child protection voluntourism and anti-trafficking .
  • Develop relationships with key existing EU contacts
  • Create new opportunities for Lumos to further its advocacy, campaigns and programmatic objectives at the EU level.
  • Monitor and evaluate advocacy activities
  • Provide Support and advice to Lumos CEO, Deputy CEO, Senior Advocacy Adviser and Hub / Country Teams and others on EU-related policy and practice issues. 
  • Support the fundraising team in their scoping and analysis of EU funding opportunities  and advise on the development of proposals
  • Other occasional support as required
  • When required, under the supervision of the Senior Advocacy Adviser and Head of Europe, provide support to colleagues in Czech Republic, Bulgaria, Haiti, Ukraine and Moldova in relevant national activities linked to organisational advocacy.
  • Line management of and guidance to the EU Advocacy Support Officer and Europe Knowledge Co-ordinator
  • Provide oversight of the functioning of the Brussels office (with specific tasks delegated to EU Advocacy Support Officer.)

Specific tasks and responsibilities will be listed in a work plan which is agreed upon between the post-holder, Advocacy and Campaigns Manager with input from other EMT members as appropriate.

Scope:

  • This role may require international travel.
  • This job is full time according to Belgian legislation.

Person Specification

Essential

Knowledge/Skills:

  • Demonstrable successful advocacy experience
  • Research and analytical skills
  • Demonstrable knowledge of EU institutions and their work
  • Able to represent Lumos credibly at the highest levels in relationships with external contacts, especially those representing EU institutions and Governments
  • Good interpersonal and communication skills, and ability to work with a wide variety of contacts
  • Highly organised, with an aptitude in planning effectively to meet deadlines and an ability to work on multiple tasks at the same time
  • Written and spoken English proficiency at native or near-native level
  • Demonstrable ability to analyse policy and fundraising opportunities 
  • Proactive approach – ability to identify & seize opportunities
  • Administrative skills (good knowledge of Microsoft Office – Excel, Word, PowerPoint)
  • Commitment to children’s rights

Experience:

  • At least 5 years’ experience in a policy, campaigning or advocacy role
  • Experience of coordinating activities with colleagues in different locations
  • Experience of working with EU in policy, advocacy or campaigning
  • Experience of completing  funding applications and sourcing (ideally EU) funding
  • Experience of working in social affairs, human rights, international development or EU funding

Qualifications:

  • Graduate level education

Desirable:

  • Experience of working in an international NGO
  • Demonstrable understanding of EU funding mechanisms and processes
  • Experience of working with children and young people’s issues
  • Knowledge of other European languages would be an advantage
  • Demonstrable Commitment to children’s rights
  • Knowledge of the policy and political environment in the countries where we work.
