Brussels office

Specialised in EU External Cooperation, our office in Brussels contributes to capacity development through EU training programmes such as Methodology and Knowledge Sharing (MKS), Training on contractual and financial procedures of the 11th EDF and ECHO procedures. We deliver technical assistance for capacity development programmes for NAO and Ministries. We organise open entry and tailor-made courses on topics such as EU financial & contractual procedures BUDGET/EDF, cf. The Brussels Branch Director is expected to coordinate and manage the work of 8 staff members and to collaborate closely with one of the Managing Directors in the Netherlands.

Job description

Responsibilities and tasks:

  • Elaborate and execute the Strategic/Business Development plans of the Brussels office in
          consultation with the Managing Directors and the business development team.
  • Develop and implement the annual work plans, in line with the overall MDF strategy.
  • Ascertain sound financial management and reporting of office activities and projects.
  • Acquire and implement short and long-term training, consultancy & evaluation assignments
          worldwide, performing as Project Manager for large projects.
  • Develop new MDF products and courses, particularly for EU external cooperation;
  • Travel and potentially work abroad for approximately 3 months per year.
  • Manage and coach the MDF Brussels team.
  • Maintain cooperation with MDF T&C in the Netherlands and other Branch offices in the
          framework of ONE MDF (e.g. visibility and quality assurance).

Core Competences

  • Proven senior management and consulting experience at international level, preferably related
          to the European Commission.
  • Proven experience to carry final responsibility for the financial performance of teams.
  • Ability to maintain a healthy commercial and quality-conscious working environment.
  • Proven experience in marketing, acquisition & financial management of programmes.
  • Sound knowledge of current international trends in leadership, change management, strategic
          planning, knowledge management and organisational development.
  • Strong links with the EU and international cooperation community.
  • Positive attitude with clients/partners at government, private sector and NGO level.
  • Excellent communicator and constructive and stimulating collaborator.
  • Excellent command of English and French spoken and written, Dutch is an advantage.


  • Master’s Degree in International Cooperation, Financial Management, Business development
          or other relevant topic.
  • At least 15 year experience in the acquisition and management of technical assistance projects
          in development cooperation, with strong EC External Aid emphasis.
  • 7+ years of experience in financial & HR management of teams handling projects, exceeding
          1.5 million EUR.
  • 10+ years of training & consulting experience with at least 5 years in EC External Aid.
  • Analytical and empathic, excellent communication and reporting skills.
  • Open-minded, interactive and outspoken personality.
  • Able to work independently.
  • Willing and able to travel abroad for both short- and mid-term missions.
  • Brussels-based or at daily travelling distance from Brussels.


  • Command of Dutch, Portuguese and Spanish.
  • Ample experience with Exact online.
  • Availability: October 2018. Earlier availability appreciated.
