The European Microfinance Network aisbl is hiring an Advocacy Manager (AM) for its office in Brussels, Belgium. The AM will be part of the EMN Secretariat and will report directly to the General Manager (GM).

Job description

The AM will be responsible for the overall advocacy of the organisation, and particularly for the execution of operational advocacy activities implemented by EMN (e.g. organisation and attendance to meetings, elaboration of draft notes, celebration of events, follow-up of the microfinance policy agenda, develop a network of contacts, etc.). The advocacy activities to be developed by the role will be in constant co-ordination with the General Manager and the Vice-President who will lead the strategical Advocacy of the organisation.

Also, an important part of the role will be to link with the research activities of the organisation addressed to advocacy purposes. As part of this task, the AM will lead, together with the Research Officer (RO) the elaboration of the bi-annual Overview Survey of the sector and any other market studies or smaller studies requested to support the advocacy efforts of the organisation.

The AM might have staff responsibility. Other Officer roles could be added under his responsibility depending on workload. Also, occasional internships will also be placed under this role for assistance purposes.

This role is a key part of the activities of EMN, since dialogue with policy-makers at EU and national level is one of two pillars of the organisational plan, as established in EMN's 2017-20 Strategic plan. The EMN advocacy strategy should be developed in collaboration with the Vice-President and the GM, with the aim of carrying out the operational objectives to bring this strategy to good terms.

The AM will also be involved on different operational activities of EMN like the organization of the EMN Annual Conference & other events, the delivery of the EaSI TA programme and the coordination of the respective working groups.

Key responsibilities

Advocacy for EMN:

  • The main activity of the role would be to develop, in collaboration with the GM and the EMN Board, the operational advocacy activities of the organisation.
  • Develop and keep a fluid contact with the main relevant EU actors with decision-making responsibilities on Microfinance issues at EU level.
  • Maintain, when agreed with our members, an indirect facilitation of advocacy at national level for Microfinance.
  • Elaborate policy papers and other notes that express the sector's opinions about different EU related issues.
  • Organise and participate in meetings with EU representatives
  • Lead the operational activities needed for the development of the advocacy strategy (meetings, events, campaigns, etc.)

EU policy follow-up

  • Screen and map the EU policy agenda on those topics of the interest of the sector in order to anticipate initiatives that can have an impact in its development.
  • Screen the different opportunities for projects and calls for proposals coming up at EU level and maintain an updated database to inform EMN punctually.

Facilitate research and papers to back the organisational advocacy

  • As a secondary role, the AM should lead (in collaboration with the RO) the development of the different studies and research papers required by the organisational advocacy strategy (e.g. bi-annual overview of the sector or other market related studies).
  • Develop and maintain partnerships with other organisations that can contribute to the elaboration of other documents interesting for the organisational advocacy.
  • Co-ordinate when necessary with external consultants and researchers in the elaboration of these documents.

Project Management

  • Actively involved in the management and delivery of the projects in the portfolio of the organisation that are related to advocacy.

Coordinate EMN Working Groups

  • Manage and coordinate the respective working groups (e.g. Advocacy Think-tank & National Networks Committee)

Other tasks

  • Report on all aspects related to the previous tasks on a regular basis.
  • Contribute to the content of the EMN Newsletters, CRM, website and social media tools.
  • Co-ordinate with the EMN GM the allocation of resources for the designated tasks.
  • Participate in the respective Team Meetings and activities.
  • External representation of the organisation.
  • Other responsibilities as determined by the GM and the Board.

These responsibilities are not of a limitative character but might evolve over time and are defined together with the employee and the employer.

Candidate requirements

Essential requirements

  • Relevant experience (3-5 years) in microfinance issues at European level.
  • Knowledge of the EU Institutions and decision process (EU institutional set-up and inter-institutional relations) and experience in contacting EU representatives at different levels.
  • Special value will be given to particular experience in drafting papers and other documents aimed at meeting advocacy needs.
  • Demonstrated experience in successfully negotiating and managing partnerships with public and private organisations.
  • Experience (3-5 years) in the EU policy areas related to Social Finance (and concretely in Microfinance in particular) will be considered a plus.
  • Experience in the management of projects at international level.
  • Full professional proficiency in English. Other languages will be considered a plus.

Other requirements

  • Capacity to work in a small team with an international profile.
  • Readiness for travelling (approx. 10% of time)
  • Capacity to represent externally the organisation.
  • Understanding of the role and functions of membership organisations.
  • Legally fit to work in the EU/Belgium

Terms of appointment

  • The role will be based at EMN’s office at Rue de l’Industrie 10, 1000 Brussels - Belgium
  • This is a senior appointment in the organisation for a full-time role (38h/week) and remuneration will be agreed with the preferred candidate commensurate with skills and experience.
  • The successful candidate will receive an employment contract under the Belgian law. Holidays of 20 days are available on the first year. In addition, EMN provides a subsidy for travel between home and workplace, meal tickets, hospitalisation insurance, a bonus scheme and other representation expenses.
  • Homeworking is possible when agreed.
