Term of contract: 4-year (inc. 1-year probation)
The Trust Fund Manager supports CEB services in the delivery of grants. The CEB awards grants to projects which target vulnerable population groups. Such grants, which are often provided in conjunction with the Bank’s loans, mainly finance technical assistance or investments.
The Trust Fund Manager mobilises and contracts donor funds, monitors financial flows and reports on grants. He / she works within the Donor Relations and Fiduciary Accounts Department. Presently, the Department has six staff and manages 31 trust funds, whose total balance stand at EUR 190 million.
Under the direct supervision of the Director for Donor Relations and Fiduciary Accounts, the Trust Fund Manager has the following responsibilities:
1. Contribute to the drafting of the legal documentation (including contribution and grant agreements).
Ensure compliance with internal and external regulatory requirements

2. Participate in fundraising and reporting
  • Draft fundraising material and present it to existing and potential donors
  • Draft reporting material, including operational and financial data, present it to management, CEB shareholders and donors

3. Oversee the following administrative tasks: 

  • Open and maintain trust funds
  • Process contribution payments and grants disbursements
  • Monitor trust fund resources inflows and outflows
  • Prepare automated reporting
  • File documentation related to trust fund operations
  • Provide information to Internal Audit, Auditing Board, External Audit
  • Liaise with Donors and other stakeholders on trust fund-related issues

If need be, the Trust Fund Manager may carry out the above-mentioned tasks

4. Contribute to the Department's strategic development 

  • Ensure alignment between the Bank's strategic goals and its trust fund activity, inter alia by making proposals regarding the establishment of new trust funds, providing recommendations on policy issues regarding trust fund operations
  • Contribute to the development, implementation, promotion and monitoring of policies, action plans, procedures and operating methods
  • Ensure compliance of trust fund activity with best practices and donor requirements, particularly the European Union regulatory framework for financial management
  • Contribute to the development of IT tools
  • Represent the Bank in forums and networks of experts on trust fund activity and exchange knowledge on best practices


Education: At least a Bachelor degree in a relevant field, e.g. social sciences, finance, accounting or business administration.
Professional and technical skills: 
  • Minimum 7 years of relevant experience, ideally within the trust fund management unit of an international organisation. Experience in managing European Union funds would be a plus.
  • Strong numerical, analytical and spreadsheet skills.
  • Ability to design and enforce procedures.
  • Attention to detail.
  • Excellent English, both written and spoken. Knowledge of French would be a plus.
  • Experience in drafting legal, reporting and fundraising documents. 
  • Excellent planning and organization skills.
  • Ability to work independently and proactively as part of a team.

Nationality: Citizen of one of the CEB’s Member States.
1. Contract: the CEB offers a 4-year appointment (including one-year probationary period) with, under certain conditions, the possibility of renewal.
2. Grade and salary: 
  • group II (A2/A3) 
  • the basic salary is contingent upon the grade and step determined at the end of the recruitment process.

4. Taxation: the items included in Points 2) and 3) are not liable for income tax.
