The University of Luxembourg invites applications for the following position in the Vice Rectorat for Research : A Project Officer (M/F)
General description of the position:
The University of Luxembourg is looking for a Project Officer to manage, execute and support the work plan of the mobility module of the project “Université de la Grande Région” (UGR).
This large INTERREG project is supported by the EU, the regional governments and seven partner universities. The project aims to create a close cooperation between seven universities of four different countries, to facilitate cross-border education and research. The Project Officer will work in close cooperation with the Research Coordinator and under the supervision of the Vice-Rector for Research.
Mission
1. Development of work programs, strategies and concepts related to the shaping of better procedural structures to facilitate cross-border mobility, education and research: Developing the concept of a mobility data base and mobility organisation chart. Contributing to the facilitation of administrative procedures related to mobility in the Greater Region. Developing a mobility handbook, UGR student ID, Diploma Supplement etc. Setting up and monitoring of an evaluation panel. Setting up and steering of different expert committees. Contributing to the work groups set up in different modules to facilitate and encourage cross-border research and education.
2. Expert committee: Developing work plans and agendas. Follow up on progress. Preparing meeting documents, policy papers and presentations.
3. Contractual management and reporting: Monitoring of costs, deadlines and budget expenditure in line with the financial requirements specific to INTERREG projects. Supporting the work of the different modules (governance, mobility, education, research and open), in particular the research module. Working in close collaboration with the University’s internal and Luxembourg’s ministries’ administration.
4. Other duties: Working in close collaboration with partner universities, junior and senior academic and administrative staff. Liaising with political decision makers, stakeholders and services from different background. Contributing to other modules’ work in the project.
Profile
- University degree (to Master level or equivalent).
- Minimum of 3 years of experience in the field of Higher Education and/or EU funding and/or mobility programmes.
- Excellent understanding of cross-border education, research and mobility programmes and policies.
- Good knowledge of Microsoft Office suite.
- Good understanding of conceptualization of a database and/or CMS.
- Excellent knowledge of German and French and very good knowledge of English.
- Ability to draft routine correspondence in both languages, German and French.
- Sound organizational skills, initiative and commitment and ability to multitask with minimum supervision.
- Ability to prioritize.
- Discretion in handling sensitive and confidential matters; tact and diplomacy.
- Flexibility and ability to remain calm under pressure: strong analytical and creative thinking skills. Ability to work effectively in a multicultural environment as part of a team.
- Excellent interpersonal, communication and networking skills: ability to communicate with, foster and maintain excellent working relations at all levels inside and outside the University.
