The French National School of Administration (ENA) is recruiting a training officer for its EU Competitions Department.

Dynamic, creative and agile, this training officer should be able to supervise the creation of training materials, develop an expertise on EU Recruitment policies, and coach learners under their preparation for EU Competitions.

A proven taste for content production and teaching, an experience of working within European institutions, as well as a practice of competitive examinations would be all assets for taking up such position.

BACKGROUND

Within the Directorate for Teachings and Research (DER), which aims to build an attractive and coherent educational offer covering both initial and continuing training cycles, the Division for national and European training and audience support (DFNEAP) organises and coordinates the training sessions provided by the School and offers educational support to the trained audiences.

Under the DFNEAP, the EU Competitions Department aims at accompanying candidates who are interested in the selection procedures of EU institutions and who wish to become contract (FG I-II-III-IV) or permanent agents (secretaries, assistants, administrators). In this perspective, the Department provides tailor-made on-site and distance training sessions in France and in Member states of the European Union. For 20 years, the EU Competitions Department has been a preparation center of excellence in this field.

REQUIRED LEVEL OF QUALIFICATIONS, EVOLUTION AND WORKING CONDITIONS

The person selected for this position will join a team of 4 people (including the manager, two training officers, and a training assistant). He/she will have to demonstrate an interest in teaching, a solid habit of public speaking, an ability to produce and edit educational contents, an appetite for teamwork, and a strong availability for frequent trips in France and abroad (Brussels, EU). Fluency in French (at C1 level minimum as it is the work language) and fluency in English (at a minimum C1 level) are required.

Professional experience:2 to 5 years; an intensive internal training on EU competitions is planned to facilitate onboarding
Initial training:Master 2 level and beyond in political science, humanities and social sciences, European Affairs. Having attended one or more preparations for public administration concours, having an experience of teaching and/or having a prior working experience within EU institutions will be considered as true assets

POSITION’S MAIN ASSIGNMENTS

  • Develop expertise and ensure statistical monitoring on EU institutions recruitment procedures in order to provide advice and guidance for candidates
  • Participate in the design of seminars, on-site and distance trainings, live or broadcasted webinars, and any educational courses dedicated to the preparation of EU Competitions, under the supervision of the Head of Department
  • Participate in the creation of educational content and tests in French and English, under the supervision of the Head of Department
  • Intervene independently as a trainer or coach within the framework of on-site and remote training actions, webinars dedicated to the preparation of EU recruitment procedures (open competitions, internal competitions, CAST procedures)
  • Participate in the management of online communities on social networks, in conjunction with the other members of the Department
  • Prospecting new partners, authors, tests creators and speakers

ACTIVITIESDesign, management and animation of preparation sessions for EU Competitions:

  • Monitoring, analysis and presentation of selection procedures resulting from new legislative and regulatory provisions
  • Identification of educational objectives, needs analysis and training actions on competitions or EU recruitment procedures
  • Intervention as a trainer for the preparation for the EU competitions
  • Research, identification and animation of a network of external contributors and tests creators
  • Conception and implementation of educational and pedagogical tools, possibly in conjunction with sponsors and authors
  • Organisation of study visits and events
  • Reporting of actions carried out, of established contacts
  • Performing evaluation of the training programs
  • Educational and statistical monitoring of participants and laureates
  • Preparation for tender responses within the team, with the support of other School Departments concerned

  • Contribution to modernising, developping, and promoting the Department’s training offer
  • Search for new partners in France and in EU Member States
  • Set up digital and collaborative tools, in collegiality with the team
  • Development of expertise in educational engineering, to the service of the Department, and of the School in general
  • Research, development and implementation of practical innovative teaching, collegially with the team; good practices sharing within the Directorate
