Job Description
The European Parliament and Council Regulation (EC) No 1406/20021 provides the legal
basis for the establishment of the European Maritime Safety Agency (EMSA).
The goal of the Agency is to provide technical and scientific assistance to the European
Commission and the Member States on matters relating to the proper implementation of
European Union legislation on maritime safety and pollution by ships. To do this, one of
EMSA's tasks is to improve cooperation between Member States in all key areas. This
includes undertaking a range of actions related to design, construction and operation of
all types of merchant and fishing vessels.
In addition to its initial safety and pollution related work, in April 2004, EMSA was also
given additional tasks by the European Council and the European Parliament related to
oil pollution response, ship security and training of seafarers. An additional task has
been given by the Council of Ministers, which adopted on 2nd of October 2007 a
Resolution concerning the establishment of an European Union Long Range Identification
and Tracking (LRIT) Data Centre.

Functions and Duties:
Reporting to the Head of Department, the successful candidate is responsible for:
- Contributing to the development of the Maritime Surveillance capabilities and
strategy of the Agency;
- Participating in and monitoring of European (pilot) projects regarding the
development of Maritime Surveillance tools and capabilities in Europe;
- Contributing to the definition of traffic monitoring and surveillance services to be
delivered by EMSA to new users meeting new user requirements;
- Coordinating the monitoring of the development of space-based AIS, and
developing a strategy how to integrate such a system in the current applications
of the Agency;
- Monitoring and analyzing the e-navigation and e-maritime initiative and further
analyze the relevance for EMSA;
- Monitoring the development of new technologies and surveillance standards in
international organizations like IALA, ITU and IMO;
- Monitoring the implementation of GALILEO and its applications for the maritime
domain;
- Liase with relevant units/sections in defining the level of integration for exisiting
surveillance applications and the development of further functionalities;
- Coordinate the work of the other staff members of the maritime surveillance
section.
Qualifications and experience required:
A. ELIGIBILITY CRITERIA
A.1. Education:
• A level of education which corresponds to completed university studies attested by a
diploma when the normal period of university education is four years or more, or;
• A level of education which corresponds to completed university studies attested by a
diploma and appropriate professional experience of at least one year when the
normal period of university education is at least three years.
A.2. Experience:
• At least twelve years proven professional experience acquired after the award of a
university diploma when the normal duration of university education is four years, or
• At least thirteen years of proven professional experience acquired after the award of
a university diploma when the normal duration of university education is three years.
A.3. Language skills:
The main working language in the field of maritime safety is English. Candidates must
therefore have a very good command of oral English, as well as in writing, with a
satisfactory knowledge of at least one other official language of the European Union to
the extent necessary for the performance of the above mentioned duties.
A.4. General Conditions: In addition, in order to be eligible the candidate must:
• Be a national of one of the Member States of the European Union or of Iceland or
Norway;
• Be entitled to your full rights as a citizen2;
• Have fulfilled the obligations imposed on you by the laws concerning military service;
• Meet the character requirements for the duties involved;
• Be physically fit to perform the duties linked to the post3.
B. SELECTION CRITERIA
B.1. Essential:
• At least four years of professional experience must be related to the functions of the
post;
• At least three years of managerial experience;
• Good knowledge of the maritime communication sector, including the knowledge of
maritime safety related tools and concepts, such as ship routing plans, VTMIS, VTS,
AIS, ship reporting, Search and Rescue, etc;
• Experience with project management and/or managing operational systems;
• Excellent communication skills, both oral and written.
B.2. Advantageous:
• Working experience in either the field of vessel monitoring, vessel surveillance
and/or satellite earth observation;
• Experience with maritime operational and/or emergency services;
• Experience with the implementation of IT projects and project management and
integration of multifunctional services;
• Good knowledge of the systems operated by the Agency: SafeSeaNet, EU LRIT Data
Centre and/or CleanSeaNet;
• Ability to establish and maintain effective working relations with people of different
national and cultural backgrounds;
• Ability to work under pressure and to respond quickly to new demands.
The advantages criteria will be considered by the Selection Board depending on the
number of applicants meeting the essential criteria.
