Job Description
Under the responsibility of the Programme Manager for information technology projects, principally
developing systems serving the regulatory community in the European Union and the EMEA.
Specific responsibilities:
• Management of the programmes for information technology projects in line with strategic
objectives and high-level planning
• Management of information technology projects, principally developing ICT systems serving
the regulatory community in the European Union and the EMEA
• Monitor trends and developments in the IT industry for use as part of IT projects and understand
how they affect the Agency’s systems and/or its IT plans
• Design, test, implement and maintain IT systems – alone or as part of a team when warranted by
scale of project
• Contribution to budgetary planning and monitoring from the perspectives of the programmes and
projects either under management, or planned
• Contribution to management of invitations to tender, and their evaluation
• Liaise with IT professionals from other institutions and industry as required
• Advise and assist the Section Head and other sector and section members on any work related
matter
Elements that will be taken into account in determining candidates to be invited for interview:
• Proven experience of management and/or execution of projects through definition, initiation,
execution to finalisation against the standard project management success criteria of cost, quality
and time
• Proven experience of management of a programme or portfolio of projects against the standard
project management success criteria of cost, quality and time
• Proven experience of experience in working with:
o RUP-based software development methodology;
o accepted project management frameworks (PRINCE2, PMBoK, …)
o integrated quality management systems
o Information Technology Infrastructure Library (ITIL)
• Proven experience in management of contracts in support of projects
• Proven experience in management of tenders in support of projects
• Proven experience in project reporting to ensure buy-in, transparency, and appropriate escalation
procedures
• Proven experience of working in a multicultural environment
Essential requirements for admission to the selection procedure:
1. A relevant university degree, preferably in the field of information and communication
technologies
2. At least three years’ professional experience, after obtaining the relevant degree that must have
been obtained by the closing date, relating to one or more of the fields in the above description of
the duties
3. A good command of English and a thorough knowledge of another language of the Communities
(for any promotion in the future a third language of the Community would be required)
