Job Description

Position: Technical Expert in Transport Sector Data Management
Programme: SSATP - Sub-Saharan Africa Transport Policy Program
Location: 6 month Washington D.C., 18 month Sub-Saharan Africa (city to be
confirmed)
Period: 2 years, starting between February and April 2009
Employer: Ecotec GmbH, secondment to World Bank

Background
The Sub-Saharan Africa Transport Policy Program (SSATP) is based at the World Bank in Washington D.C. It is a unique partnership of 35 African countries, 8 regional economic communities, 3 African institutions - AU/NEPAD and UNECA, national and regional organizations as well as international development partners - all dedicated to the goal of ensuring that transport plays its full part in achieving the developmental objectives of Sub-Saharan Africa: poverty reduction, pro-poor growth, and regional integration. The Program is currently funded by the European Commission, Denmark, France, Ireland, Norway, Sweden, United Kingdom, the Islamic Development Bank, the African Development Bank and the World Bank.

SSATP’s aim is to facilitate policy development and related capacity building in the transport sector in Sub-Saharan African countries. It intends to support its member countries in the establishment of adequate and sustainable Transport Sector Data Management Systems (TSDMS) which should contribute to the improvement of transport sector management and provide evidence of the contribution of the transport sector towards poverty reduction and economic growth.

Ecotec, commissioned by the Austrian Development Agency, is looking for a technical expert in Transport Sector Data Management to support the Program Management Team of SSTAP. The headquarters of SSATP are in Washington D.C. in the World Bank.

Tasks
· Review overall work of SSATP transport performance indicator initiative and situation in countries to date and identify / select countries to work with.
· Analyze the current status of the national TSDMSs of the selected countries and define what shape this TSDMSs should take to deliver the expected services.
· Determine the best course of action for each individual country and design action plans for testing the guidelines for TSDMSs once the analyses have been done.
· Document the outcome of the testing action, review guidelines, update where appropriate and promote use of the TSDMSs.
· Identify potential sources of technical and financial support

Qualifications
· At least Masters level degree in Transport Economics or engineering, statistics or related disciplines A
· At least five years of experience in statistical analysis techniques and related principles underlying Transport Sector
· At least five years experience in IT and Data Base Management
· Demonstrated ability to interpret statistical information
· Excellent analytical skills as applied to common problems in the transport sector
· Good organizational and presentation skills.
· Personal skills and ability to discuss sensitive issues with senior political levels
· Excellent Communication Skills
· Good Project Management Skills
· Ability to work effectively in a team-oriented, multicultural environment
· Fluency in English, knowledge of French will be an asset
· Willingness to relocate from Washington DC to a country in the field within few months from assignment
