Project Title: Methodological and Knowledge Sharing Support for EU External Interventions (“MKS contract”)”

This contract build on previous contracts providing support on methodological guidance, learning activities and knowledge sharing. 

The overall objective is to provide support and technical assistance to the Directorate General for International Cooperation and DEvelopments (DG DEVCO) to improve quality, coherence and effectiveness of EU interventions in international cooperation through increased knowledge, reinforced capacities, enhanced working methodologies and skills of EU Staff in Headquarters and Delegations. 


  1. At least a University degree (Bachelor 3 years+ master degree or 4 years University degree) in a relevant discipline (such as project / programme management, international relations/development cooperation, political science, law, economics) or alternatively relevant professional experience of minimum 12 years.
  2. Fluency in English and French (C1/C2 level). Knowledge of Spanish and/or Portuguese will be an asset.
  3. Ability to work and communicate effectively in a multicultural environment
  4. Team management Skills
  5. At least 10 years of experience in development/international cooperation projects.
  6. At least 8 years of experience as team leader in international cooperation projects, preferably of a mixed team of long and short-term experts.
  7. Proven knowledge of Learning methods (designing/ implementing/ monitoring/ evaluating) relevant for international cooperation and development.
  8. Good understanding of EU international cooperation and development policies, instruments and implementation modalities as well as of the developments at international level (2030 Agenda and SDGs).
  9. Field experience (at least 3 years) in regions covered by EU Cooperation (Africa, Asia & Pacific, Latin America & Caribbean, European Neighborhood).
  10. Past experience in drafting methodological guidance (e.g. Project Management Methodology) and analytical tools supporting interventions in international cooperation and development will be considered a strong asset.

Compensation: proportional with the experience

Starting day: 2nd of May 2019
