Job Description

The project aims at preparing a Feasibility Study and preparing technical specifications building a Palace of Justice near Pristina, which would provide adequate premises to the justice institutions and free up important budget allocations for the proper functioning of the justice system. Palace of Justice facility constructed in Pristina in line with EU and international standards will increase the functionality, public access and confidence and public perception of the justice sector.

The Palace of Justice shall accommodate the following institutions:

- Supreme Court, the Pristina District Court;
- The Constitutional Court (separate building)
- Pristina Municipal Court;
- High Court for Minor Offences, the Commercial Court;
- Pristina District and Municipal Public Prosecution Office;
- Kosovo Special Prosecutor's Office;
- Kosovo Judicial Council;
- Kosovo Judicial Institute with the School of Magistrates;
- Kosovo Chamber of Advocates; and
- Legal Aid Office;
- Victim's Advocacy and Probation Service Offices.

Specific activities

The Consultant will be responsible for the full implementation of the project and its specific activities will include, but not limited as per:
• Conducting of a feasibility study for the needs assessment related to the design and construction of "Palace of Justice";
• Topographic and geotechnical surveys
• Preparation of detailed design after approval of proposal by the Contacting Authority
• Preparation of technical specification and all relevant tender documents
• Preparation of Bill of Quantity and cost estimation;
• Submission of all progress reports

LOCATION AND TIMING

The "Palace of Justice" will be located few kilometers from Pristina town, Kosovo (UNSCR 1244). Experts shall be based in Pristina when providing their services except for the maximum 10% of working days in total, which shall be used by the experts to review the draft report and deliverables from her/his home office or to provide clarification during the tender procedure for works contract. Changes should be authorized by Contracting Authority.

The total duration of the Project is estimated to be 9 months starting by September 2009.

Team Leader (minimum of 168 working days)


Qualifications and skills:

• A bachelor’s degree but preferably a PhD in a mandatory discipline such as civil engineering, or architecture or at least 15 years of professional experience
• have excellent communication and analytical skills;
• be proficient in report drafting; and
• have excellent team working abilities.

Specific professional experience:
• Minimum 15 years of professional experience
• Preferably 10 years leading teams in the public or private sector and/or in donor funded projects in at least one but preferably two projects of similar complexity as the ‘in the relevant field
• Specific experience in the design of public building projects of similar size and complexity as the Palace of Justice, gained in at least two but preferably three countries covered by article 19 of IPA regulations (Balkans area, EU members, EEA, ENP)
