Job Description
Description of duties:
Under the leadership of the Head of the Strategy Group, the Strategic Policy Analyst will expect to perform the following duties:
- Contribute to the achievement of Strategic Objectives and the workplans of the Strategy Group by efficient delivery of services/products as per the Strategy Group mandate; operational arrangements to honour country- and inter-country commitments as per well-elaborated work plans with contributions from all levels of WHO and all relevant partners; operational measures needed for achieving the relevant expected results set up in the strategic planning process;
- Evaluate the impact of WHO work in and with Member States (aggregated and area specific) and develop evaluation tools, e.g. defining the necessary performance indicators, assessing progress in country work implementation, assessing cost-effectiveness and impact of WHO's work on annual and biennial bases;
- Produce and develop corporate strategies for the WHO European Region, ensuring coherence and consistency of sectoral strategies developed by technical health and health systems Divisions or any other unit in the Regional Office;
- Produce and update country-specific strategies for WHO's work in the WHO European Region in close collaboration with Heads of WHO Country Offices;
- Support the Head of the Strategy Group in the biennial planning exercise of WHO/EURO, including recommendations on resource allocation in terms of specific Strategic Objectives, country/ inter-country work, including country specific allocations, human resources/activity costs, etc.;
- Support the Head of the Strategy Group in European Regional Office's work with Governing bodies (Regional Committee, Standing Committee for the Regional Committee, World Health Assembly, Executive Board, etc).
REQUIRED QUALIFICATIONS
Education:
Essential: University Degree at highest level in Health or Social Sciences, Management or Economics.
Desirable: Postgraduate degree (Master or PhD) in any of the above or a combination of training and experience.

- Communicating in a credible and effective way: The incumbent will require to communicate verbally and in writing clearly, adapting communication style and content to the needs of the intended audience.
- Fostering integration and teamwork: The incumbent must support and act in accordance with team decisions.
- Producing results: In order to successfully achieve his /her assigned duties it will be necessary producing high quality results and workable solutions that meet client needs.
- Building and promoting partnerships across the Organization: Function requires strengthening internal and external partnerships that can provide information, assistance and support inside and outside of WHO.
Functional skills and knowledge:
The Strategic Policy Analyst should be able to identify him/herself with and have a strong commitment to the core values of the World Health Organization
Skillful in modern management methods (performance measurement, design and operation of modern management information systems, planning and evaluation, etc)
Skilful in understanding the potential motivating factors of staff to adjust to new approaches in an increasingly complex environment.
Other skills (e.g. IT):
Computer and IT skills.
Experience:
Essential: Extensive experience at national and/or international level in planning, evaluation, strategy analyses.
Desirable: Working experience within the World Health Organization or other UN agencies. Work in the field of strategic planning, evaluation, strategic analyses.
Languages:
Essential: A very good command of the English language and working knowledge of any of the other official languages within WHO European Region (French, Russian, German).
Desirable: Proficiency in other European languages
