Job Description
Job Duties
1. Research and drafting
• Plan, research and draft analytical and conceptual reports to provide economic and policy analysis of important trade policy issues or developments with particular focus on the interface between trade and development policies. Substantive issues to be addressed may include, for example, analysis of services trade liberalisation, comparative advantage, and dynamic gains from trade, among others.
2. Outreach activities
• Contribute to the preparation and implementation of outreach activities with non-member economies, providing a framework to address current trade policy issues with a view to enhancing the contribution of trade to development, deepening the multilateral trading system and fostering the integration of non-member economies into that system. Co-ordinate with other international organisations such as WTO, World Bank and UNCTAD as appropriate, in order to ensure complementarity across their outreach efforts.
• Assist the Head of Division in servicing the Trade Committee and its subsidiary bodies with regard to these areas. Contribute to the elaboration and implementation of the Division’s programme of work and budget.
• Ensure co-ordination with other parts of the Organisation on matters related to these fields of activity.
3. Meetings and representation
• Liaise with government officials in member and non-member countries as well as with international organisations, the business community and academia. Represent the Division at meetings inside and outside the Organisation.
4. Management
• Identify outside consultants who could provide analytical inputs into the Division’s work programme and supervise their work. Assist in the management of junior staff.
Qualifications: education, experience, communication and languages
1. Education and experience
• Advanced university degree in economics or a closely related field with a specialisation in the area of international trade policy.
• Eight to ten years' experience in international trade and trade policy issues, including an in-depth knowledge of the multilateral trading system. Demonstrated practical skills in these areas acquired, preferably in a national administration or a relevant international organisation.
2. Key competencies
• Proven capacity for both analytical and policy-orientated work, including the application of rigorous empirical methods.
• Capacity to conduct original and high-level research projects that may lead to official OECD publications, and to synthesise complex issues.
• Excellent political judgement.
• Capacity to adapt and take initiative. Proven ability to carry out several projects in parallel often to tight deadlines, to supervise staff and consultants and to co-operate effectively with staff in other Directorates.
• Very good interpersonal skills and an ability to work effectively with experts and senior-level officials from member and non-member countries.
3. Communication and languages
• Strong communication skills, both orally and in writing.
• Excellent knowledge of one of the two official languages of the Organisation (English and French) and excellent drafting ability in that language. Good knowledge of the other language. Knowledge of other languages such as, Russian, Chinese, Spanish or Portuguese would be an advantage.
