Job Description

LOCACTION: CHILDREN’S LEGAL CENTRE, COLCHESTER, ESSEX UK
SALARY: £35kpa
RESPONSIBLE TO: Director of the Centre and Head International Policy and Programmes
HOURS: 35 hours per week plus travel
 
ORGANISATIONAL RELATIONSHIPS:
1. The Senior Legal Advisor is line managed by the Head International Policy and Programmes.
2. The Senior Legal Advisor works closely with the Head International Policy and Programmes, International Research and Programme Officer and with the Director of the Centre in identifying contract and project opportunities, and managing and implementing programmes of work. 
 
 
MAIN DUTIES:
1. The Senior Legal Advisor provides technical inputs into the programmes, contracts and consultancies of the international section. 
2. The Senior Legal Advisor undertakes consultancies abroad.
3. The Senior Legal Advisor manages the technical legal team of the international section, providing mentoring and support to develop their skills and ensuring the quality of the technical outputs. 
4. The Senior Legal Advisor supports the Head of International Policy and Programmes to develop strategy for the section and its policy and programmes, including contributing to identification of funding sources and the development of proposals. 
5. The Senior Legal Advisor undertakes any other duties as and when appropriate, and delegated, by the Director and Head of International Policy and Programmes.
 
Responsibilities:
The Senior Legal Advisor International Policy and Programmes will be specifically responsible for:
1. Providing technical inputs (including but not limited to legal analysis, drafting of laws, policies and procedures, development and delivery of training) for the CLC’s international programmes, contracts and consultancies.
2. Undertaking research on legal, thematic and country issues. 
3. Managing the technical legal team:
3.1. Supervise the work of the technical legal team
3.2. Mentor the team
3.3. Ensure the quality of the outputs of the team
4. Representing the Centre in various forums nationally and internationally in order to support and promote the activities of the Centre.
5. Contributing directly to the policy and strategic development of the Centre in its international activities.
6. Supporting the Head of International Policy and Programmes to identify and secure funding and consultancies. 
 
The Senior Legal Advisor is expected to travel abroad. 
 
Monitoring and evaluation          
To maintain up-to-date and accurate records of work undertaken.
 
GENERAL TERMS OF REFERENCE: 
In carrying out the above the worker will: 
Adhere to the organisational policies. 
Seek to improve his/her own performance.
 
 
Essential requirements:

  •   Degree in Law and/ or postgraduate degree in International Human Rights Law;
  •   Knowledge of international children’s rights law;
  •   Knowledge of either juvenile justice or child protection (knowledge of both is an asset);
  •   Experience of providing technical inputs on child protection and/or juvenile justice reform programmes;
  •   Minimum of six years experience;
  •   Excellent research and analytical skills (ability to produce legal analysis);
  •   Proven written skills;
  •   Fluency in English (native level in written English); 
  •   Computer literacy;
  •   Good interpersonal skills; and
  •   Willingness to travel. (The post involves short international missions totalling up to four months per year.)

 
Desirable experience, qualifications and skills:

  •   Experience of developing and delivering training;
  •   Experience of managing a team and developing research and analysis skills;
  •   Additional language skills; 
  •   Experience in drafting funding applications and donor reports; and
  •   Experience of writing for journals (published materials).
