The Water Integrity Network Secretariat hosted by Transparency International in Berlin is looking for a highly motivated professional for the position of
 
Senior Fundraising Coordinator for country based water integrity action programmes and projects
 
The Water Integrity Network (WIN) is an action oriented coalition of individuals and organizations that are able and willing to support the cause of increasing Water Integrity benefiting poor people in helping to prevent or reduce corruption in IWRM, Drinking water and sanitation, water for food and water for energy.
 
The overall objectives of WIN are (1) Promoting pro-poor Water Integrity practice to prevent and/or reduce corruption in the water sector, and (2) Building coalitions at local, regional and global levels to jointly improve Water Integrity (WI).
 
The network brings together water sector and governance actors, particularly among the CSO constituencies who will in future play a key catalytic role, not only with improving the corruption-fighting performance of public sector institutions in the water sector but also help to stimulate incorporation of anti-corruption measures in arrangements with communities and the private sector.
 
The overall approach of WIN comprises five main components:

  • Advocacy and communication to raise awareness, stimulate WI action and share information
  • Joint learning and sharing experience among network members and strategic partners and sharing results on Website
  • Mobilizing and facilitating coalitions of WIN members and strategic partner to maximize impact particularly at country level.
  • Facilitating, encouraging and building capacity for the development of Country Based WI Scans and WI Action Programmes
  • Monitoring and reporting on progress.

 
The WIN secretariat is a lean entity relying on expertise of members and partners, including the International Water and Sanitation Centre, The Stockholm International Water Institute, Transparency International, AQUAFED and regional organizations.
 
Job Description

  • Main function: Fundraising for country based WI action programmes and projects
  • Reporting lines: Reports to WIN Manager
  • Contract: one year contract, with possibility of extension
  • Starting date: ASAP
  • Location: Berlin, Germany

The position:
 
Senior Coordinator Water Integrity Fund Development for Country Based WI action programmes and projects will have the following key responsibilities:

  • Fundraising research and communications focusing on establishing funding mechanisms and modalities for small projects (follow-up small grants pilot programme) as well as larger country based action programmes.
  • Facilitate creation of a water integrity fund for country based action
  • Support country based action programme proposal development
  • Develop simplified procedures for approval and management of contracts regarding small projects proposed and implemented by small civil society organizations, local authorities, small private sector operators
  • Assist with the development and revision (as necessary) of the WIN country based engagement strategy
  • Develop country or region specific funding proposals as required
  • WIN programme development and management related to the above responsibilities.
  • Advise and support the WIN manager and the WIN-S team members on issues in her/his areas of responsibility

The position involves international travel in the order of two to three months per year.
 
Required attitude, education, experience and skills:

  • Self motivated entrepreneurial attitude for mission achievement and impact
  • Fluent in several languages including English and two of the following languages: Spanish, French, Arabic, Russian or Mandarin
  • Good working knowledge of contract administration, including tendering and procurement procedures.
  • At least three full years of relevant work experience, including at least one full year in a developing country;
  • Experience in independently carrying out short assignments and trainings in developing countries
  • Proven success in developing fundable proposals;
  • Master’s degree in relevant field required, preference given to studies related to the water sector (or specific sub-sectors).

Recruitment takes place under standing rules and procedures of Transparency International as WIN is not a separate legal entity.
Under these rules, WIN is offering a contract with German labour conditions, which basically means that there are no special benefits for expatriates such as compensation of costs of education for children or partners. Gross monthly salary level is between € 3000 and € 4500 depending on profile and experience.
 
Berlin is an attractive metropolitan city with relatively low cost of living (apartments for rent: € 500 - € 1.500,--) compared to other European capitals and large cities. With visitors from all over the world, many Berliners speak English but many also don’t, and German is the official language. Those who don’t master it at all may find cultural as well as bureaucratic barriers hard to deal with.
