Job purpose

Senior Policy Advisor will be responsible for developing and leading Anti-Slavery International EU policy and advocacy strategies, with a particular focus on EU trade policy and forced and child labour in the global supply chains. The Policy Advisor is a consultancy position (average 3 days/week)  based in Brussels,  reporting to the UK and Europe Programme Manager who is based in Anti-Slavery International’s office in London.

Key tasks and responsibilities

1.     Devise and execute advocacy strategies

  • Identify advocacy opportunities with EU institutions and Member States
  • Advise on influencing strategies with EU institutions (in particular the European Commission and EU Council)
  • Assist in determining priorities and gaining co-operation of others
  • Increase the number of Anti-Slavery’s strategic EU allies

2.     Monitor EU level developments

  • Anticipate policy developments and propose appropriate strategies
  • Input into information collection and analysis

3.     Draft policy briefings

  • Draft policy briefings and blogs

4.     Attend meetings

  • Attend meetings with EU institutions, Member States and industry association
  • Assist in arranging meetings and events in Brussels for Anti-Slavery International staff

Required competencies and skills

Main qualifications

  • Demonstrated experience in rights-based advocacy and/or international trade policy advocacy
  • Minimum 5 years of experience working at European level
  • Ability to maintain and cultivate relationships and networks as a part of an influencing strategy
  • Demonstrated ability to think strategically and creatively
  • Excellent political judgment and understanding of the EU political dynamics
  • Excellent communication skills (writing and presentation), including  a high standard of written and spoken English (required) and French      (desired)
  • Excellent representational skills

Other key required qualifications, experience and assets include:

  • An excellent knowledge of the EU institutions (in particular EU Council and the Commission) and EU decision-making processes
  • A good knowledge and experience of working with human rights and international standards, or business and human rights.
  • Knowledge of ILO standards and international trade policy would be an advantage.
  • Ability to work in a multi-cultural environment and to maintain excellent working relationships
  • Ability to deal with multiple, sometimes conflicting priorities and to adapt rapidly to changing environments
  • Knowledge of the UN system, especially ILO will be considered a further asset
  • Flexibility to work on a consultancy basis (Statut d’independent)
  • Ability to work in Belgium and to undertake short trips within the EU

Practicalities

The position is offered on a consultancy basis, based in Brussels, covering approximately 3-days/week with a consultancy contract of up to three years.

Expected starting date is as soon as possible.
