Job Description
Overall purpose:
To coordinate inspections and control activities in accordance with the mandate of the Agency.
To define and implement quality standards and timelines according to programmes and plans of the Agency.
Functions and Duties:
Under the responsibility of the Head of Unit C – Operational Coordination – the successful candidate will be responsible for:
* Planning and coordination of control and inspection activities by Member States in Community waters and beyond, with a view to ensure uniform and effective implementation of Community legislation and to assess the effectiveness of arrangements in place with regard to fisheries control and inspection;
* Assisting in developing methodologies for planning and coordination of control and inspection activities by the Member States;
* Analysing fishing patterns and in particular risks that certain activities may not be compliant with the applicable provisions laid down in Community legislation.
Qualifications and experience required
A. Eligibility criteria
* A level of education which corresponds to successful completion of advanced level of secondary education and at least 21 years of professional experience after that diploma;
* A certified course in the field of marine biology, fisheries, vessel construction or other maritime studies;
* Have a minimum of 15 years of professional experience as manager or master of a vessel in the fisheries sector, including sea going experience, or/and as official or agent of a public administration with duties in fisheries management, inspection/control;
* Have a thorough knowledge of English and at least another official language of the European Union.
B. Selection criteria
Essential:
* Good sense of initiative and responsibility;
* Excellent communication skills,
* Ability to draft clear and concise reports,
* Good experience of main office software, internet, email,
* Thorough knowledge of Community fisheries legislation,
* Ability to undertake missions of several weeks duration,
* Ability to cooperate and work in a team.
Advantageous:
* Knowledge of EU Institutions and of their working procedures,
* Experience in computer applications, including satellite monitoring systems,
* Qualified as ISO 9001 lead auditor.
