In the past ten years ECF has been through rapid growth and made a strong impact at the international level, placing cycling firmly on the agenda for the EU and other institutions. Now we are building on our success with a Vision that takes us to 2030. ECF now has an exciting opportunity for a Senior Communications and Marketing Officer to play a leading role in developing our extensive communications and public relations activities with our new Vision.
We are looking for someone who already has a track record of creating strategies and initiatives to promote the work of an association, federation or public body through advocacy, public relations, communications, networks and events. Your experience enables you to take a development role, building our strategies and our brands over time as well as managing for immediate impact.
You don’t have to have knowledge of cycling yet, but you must have comparable knowledge of PR and communications in similar policy environment.
Job Description and Responsibilities

Purpose of Role:
The post-holder’s overall aim is to ensure that ECF has communications outputs that consistently support and enhance the goals of ECF’s advocacy actions, projects, campaigns and events. The Senior Communications and Marketing Officer will be a key supporter of all ECF’s teams, providing strategic input into the development of their brands, projects, media and communication tools and managing delivery of high quality communications actions.
Scope of Role:
1. Overall responsibility for ECF communications and marketing outputs including print, online, speeches and presentations, public relations events, media and social media.
2. Development of a brand, corporate design and communications strategies for ECF, supporting colleagues on the development of ECF sub-brands such as EuroVelo, Velo-city, our networks and our project identities.
3. Acting as ECF’s commissioning editor (including web site editor), receiving, commissioning and approving materials from a wide range of contributors. Ensuring delivery to expected impact, time, and budget of ECF content and activities including
  • Web materials, press releases, sales materials, social media
  • Print and design for written outputs such as reports, publicity materials and other corporate outputs
  • Public relations and advocacy events
4. Recruiting and managing a pool of interns, sub-contract writers, designers and publishers
5. Act as media/press officer for ECF and partners in our projects, liaising with European media and generating coverage for our work
6. Managing and reporting on communications activities as required by ECF procedures and external stakeholders
7. Other duties as may be agreed by the ECF management team.
Performance Indicators:
  • Reach of communications – measured against targets per channel
  • Impact of outputs – measured by response rates and satisfaction rates for each channel and by feedback on impact from ECF board, management and staff
  • As a member of the Development Team achievement of targets for growth ofincomes and networks
  • Achievement of delivery and service targets – budget, timeliness, quality of outputs
