Senior Advisor for the Project “Covenant of Mayors Sub-Saharan Africa Phase III”

FIELD OF ACTIVITY: The Covenant of Mayors in Sub-Saharan Africa (CoM SSA) initiative supports Sub-Saharan cities in their fight against climate change and to ensure access to clean energy. Under the CoM SSA local authorities are invited to make a voluntarily political commitment to implement climate and energy actions in their communities. The project CoM SSA Phase III supports African cities with these challenges. It aims at scaling-up the initiative's impact through three pillars:

  1. Sustainable Energy and Climate Action Plans (SEACAP) Development, Integration and Monitoring;
  2. Support urban sustainable energy and climate related investments (focus of Phase III);
  3. Promoting regional cooperation and enhance learning from good practice.


As Senior Advisor, your tasks would include:

  • Development and implementation of country activities (pillar 1-3) in up to 5 African cities;
  • Selection, steering and professional backstopping of national and international consultants as well as quality assurance of the work results in the field of SEACAP development and financing of urban infrastructure;
  • Development and steering of intergovernmental working groups on the subject of SEACAP development and investment;
  • Commissioning of studies, analyzes and guidelines for CoM SSA using experience from other urban GIZ (and other) projects;
  • Organization of measures for capacity development and peer exchange of experience in and between partner countries, including development and support of technical trainings;
  • Building partnerships and cooperative relationships with organizations and initiatives such as CEMR, C40, ICLEI etc. as well as think-tanks within and outside of Africa;
  • Assistance to the project manager in the management of the Program (conceptual inputs, strategies, operational planning, reporting, financial monitoring, control and performance of the subcontractors).


  • At least master´s degree in a relevant subject for the project (eg. natural or environmental sciences, geography or related subjects relevant to urban planning / governance or economics); 
  • At least 10 years' professional experience in in advising public / private institutions on urban planning / financing of urban projects and/or adaptation to climate change;
  • Knowledge of the international climate finance architecture and modalities, as well as knowledge of national climate planning and development strategies (NDCs, NAMAs, MRVs, etc.);
  • Expertise in the areas of good governance - especially in fragile states is an advantage;
  • An interdisciplinary mindset, the ability to cooperate and work in a team,
  • a high degree of initiative and a willingness to take responsibility;
  • Excellent communication, writing and presentation skills;
  • Experience in working with GIZ's processes and instruments would be an advantage.
  • Fluent in English and in one of the two languages: French or Portuguese

ASSIGNMENT PERIOD:  Next possible starting date – 30.09.2021

OUR OFFER: We offer you a temporary contract with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Brussels under Belgian law. The position will be remunerated according to the level of experience. In addition to the legal holidays, you will receive 5 extra days of holiday per calendar year, as well as lunch checks, health insurance for hospitalization and the reimbursement of a monthly ticket for Brussels public transport.

The position is full-time. Work place is Brussels. A valid work permit for Belgium is required.
