Job Description

VACANCY NOTICE VN 2008-4OPEN TO INTERNAL/EXTERNAL CANDIDATES
Duty Station: Brussels, Belgium
Organization Unit: Finance Unit
Position Title: Senior Accountant
Classification: G5/G6
Type of Appointment: 6 months, renewable
Start date: asap

Under the overall supervision of the Regional Resource Management Officer, and in close cooperation with the REAB Programme Coordinator, the incumbent will provide administrative and accounting support to Finance Unit in accordance with the IOM Financial Management Guidelines. In particular, he/she will perform the following duties:

* In charge of the accountancy and finance of all IOM Brussels projects funded by the Belgian government such as REAB and MIDA and responsible for all the related financial correspondence;
* Closely monitor, on a regular basis, budget versus actual financial data in relation to the implementation of the operational activities, revising the budgets following established guidelines and providing recommendations to interested parties;
* Check all payment requests and ensure relevant payments, taking into consideration final reporting requirements;
* Prepare and execute electronic payments;
* Encode financial transactions in the IOM accounting system PRISM;
* Ensure the filing of all validated vouchers and other accounting documents;
* Prepare invoices for projects as required and ensure collection of funds;
* Prepare reimbursements after due verification;
* Liaise with GoB relevant counterparts on all financial aspects of REAB and other related programmes;
* Assist with training and follow-up actions for the IOM field missions involved in REAB and other related programmes (reintegration support in the countries of origin)to ensure compliance with the IOM and GoB requirements.
* Provide general financial and accounting support to the REAB Programme Coordinator, including the preparation and respective follow-up of internal and external audits in coordination with the MRF Finance Unit;
* Prepare the monthly financial consolidation and reporting to IOM Headquarters;
* Participate in the elaboration of the Annual Report;
* Develop and implement effective monitoring mechanisms and internal control procedures to safeguard the OrganizationÂ’s assets and prevent any kind of fraud;
* Provide general support to the team in the absence of other colleagues in the Finance Unit;
* Assist the staff with all income tax exemption and income tax declaration related matters;
* Perform other related duties as may be required.

Qualifications
(University)Degree in Economics, Accounting/Finance, Business Administration or alternatively, an equivalent combination of relevant training and experience.

At least five years of working experience in accounting, including familiarity with International Accounting Standards (IAS) or International Public Service Accounting Standards (IPSAS). Knowledge and experience with computerised accounting systems.
Computer literate with specific proficiency in Excel. Knowledge of SAP is an asset.

Ability to prepare clear and concise reports. Good analytical skills for financial data, strong sense of details and accuracy.
Reliable, able to work under pressure, good organisational skills and drive for results.

Languages:
Bilingual French/ Dutch with a very good command of English.
