Scientific Business Analyst

Job Description
Reporting to Team Leaders or Project Managers within the Scientific IT tools Unit, the Business Analyst will be responsible for the following tasks:

Understanding the business issues and IT implications of the REACH regulation and analysing, documenting and proposing solutions for business areas of various complexity:

Preparing and reviewing business requirements, specifications and business processes for projects related to electronic submission of data, workflow systems, communication with caseholders and the network of authorities, public dissemination of information on chemical substances, chemical exposure and risk modelling, and translating these into functional specifications;

Acting as primary liaison between user community (technical and scientific personnel) of the operational units and IT (in-house development teams or third party contractors) regarding software functionality, throughout the development lifecycle;

Analysing and reviewing functional specifications prepared by third party contractors and understanding technical design specifications;

Managing change requests in relation to the projects and evaluating their impact to ensure agreed deadlines are met;

Designing test scenarios and test scripts and conducting testing according to plan;

Identifying and documenting system deficiencies and recommending solutions;

Producing reports to management showing progress against outstanding milestones, status, resource requirements, issues, risks and dependencies;

Assisting in enforcement of project deadlines and schedules;

Preparing vision documents and contributing to the preparation of project proposals and project deliverables, in close cooperation with the ICT unit to assess the impact on, and compliance with the software and technical architecture of ECHA core systems;

Understanding the necessity of project methodologies and standards and applying them consistently;

Preparing procedural documentation such as process flow diagrams, user guides, and any other reference materials to support training execution;

Training internal and external users;
-
Other related activities.
2. FORMAL REQUIREMENTS
2.1. General conditions
-
Be a national of a Member State of the European Union or a national of the European Economic Area (Norway, Iceland, Liechtenstein);

Enjoy your full rights as a citizen;

Have fulfilled any obligations imposed by the laws concerning military service;

Produce the appropriate character references as to your suitability for the performance of your duties;

Be physically fit to perform your duties;
-
Have a thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another language to the extent necessary to perform your duties.
2.2. Qualifications
-
Successful completion of a full course of university studies attested by a degree in Policy Analysis, Engineering, Computer Science or equivalent academic qualifications in the area of Business Management and/or Information Technology where the normal duration of university education is four (4) years or more;
OR
-
Successful completion of a full course of university studies attested by a degree in Policy Analysis, Engineering, Computer Science or equivalent academic qualifications in the area of Business Management and/or Information Technology where the normal duration of university education is three (3) years, and one additional year of relevant professional experience.
2.3. Experience
To qualify for the lower grade of this profile (AD7), you must have total professional experience of at least six (6) years (if you have a four-year degree) or seven (7) years (if you have a three year degree). To qualify for the higher grade (AD8) you must have total professional experience of at least nine (9) years (if you have a four-year degree) or 10 years (if you have a three-year degree). Of your total professional experience at least three (3) years (for AD7) or five (5) years (for AD8) must be in one or more of the following areas of expertise:
- Business modelling: knowledge in translating business and scientific requirements to system specifications using UML based modelling tools;
- Policy analysis: definition of problem statements; knowledge of causal analysis techniques; formal methods for cost estimates; risks analysis;
- Software development: experience working through the complete software development lifecycle including requirements gathering, design, development and deployment and in methodologies including Agile development techniques;
- Technical and scientific background: experience in design and development of mid-to-large size applications in a scientific environment, preferably dealing with chemical data management, chemical exposure and risk modelling, and/or chemical regulatory information.
