Background
Following accession to independence, the three former Soviet Republics of South Caucasus faced the problem of new borders and the responsibility of protecting these borders. This responsibility included both the existing borders with Turkey and Iran, which had been inherited from the Former Soviet Union, and the newly established borders between the countries of South Caucasus and Russia. The challenge of new border sometimes requires that an entire infrastructure may have to be established and the perception and behaviour of the people involved in servicing these borders has to be changed to adjust to the rapidly-changing environment.
Improved capacities are especially important in this region due to the risks of cross-border crime, drug trafficking, arms trafficking and trafficking in human beings. In combination with the whole spectrum of other socio-economic and political challenges faced by the South Caucasus republics, both internally and externally, makes the maintenance of peace and security in the region a crucial responsibility for these countries. The support of the international community is therefore particularly important.
UNDP implements EU funded Southern Caucasus Integrated Border Management. The SCIBM Programme aimed at establishing integrated border management principles and operational techniques in the participating countries while fostering cooperation at the bi-lateral and the regional level.
The overall objective of SCIBM is “to enhance inter-agency, bilateral and regional co-operation between the SC countries (activities under the project will be implemented under two bi-lateral components Component (AR-GEO) and Component (AZ-GEO) with no interaction between them), EU Member States and other international stakeholders; and to facilitate the movement of persons and goods across borders while at the same time maintaining secure borders.
The SCIBM will focus primarily on developing and implementing widely harmonized national integrated border management strategies and action plans while encouraging bi-lateral and regional cooperation on border management issues. Five Modules of intervention are proposed:
- Module 1: Raising IBM Awareness & Supporting Strategic Border Management Capacity
- Module 2: SCIBM Planning and Strengthening of Operational Techniques
- Module 3: Training and Pilot Programs Development
- Module 4: Equipment and IT Systems
- Module 5: SCIBM Implementation - Establishment of Pilot Border Crossing Points
The Regional Programme Co-ordinator will take overall responsibility for smooth implementation of all aspects of the Programme.
Duties and Responsibilities
Analysis and strategic advice
Under the overall guidance and supervision of the UNDP Deputy Resident Representative and in close coordination with the Task Managers appointed by the EC Delegations in Azerbaijan and in Georgia, the incumbent will be responsible for performing the following duties:
- To manage and oversee the overall implementation of the SCIBM programmes within the three UNDP Country Offices in South Caucasus.
- Develop project concepts and proposals for future possible phases of the SCIBM programme and related topics;
- To establish Programme and project work plans and budgets for approval by the UNDP and EC, corresponding to the contracted Terms of Reference for each phase of the Programme.
- To lead identification and selection of the SCIBM Country Managers, national and international experts and administrative support staff in consultation with government counterpart.
- To Guide a team in the South Caucasus Region, responsible for specific aspects of the implementation of the SCIBM Programme;
- To provide regular advice and guidance to the project staff, and assess and evaluate their performance;
- To provide technical assistance and substantive advice on the issues related to the areas of the programme; intervention to the three country offices. To provide consultations to the governments of the three countries in the relevant subjects upon request;
- To draft regular and timely financial and narrative reports to UNDP and the EC on SCIBM programme activities;
- To ensure EC visibility through the preparation and implementation of a media and events strategy to be approved by the donor;
- To foster the complementarily of the SCIBM programme with other donor programmes in the region, particularly other Commission activities and those of the EU Member States;
- To ensure synergy with UNDP’s multi-sectoral approach to development i.e. with UNDP implemented programmes on anti drug, governance and conflict prevention;
- To liaise and establish proper professional relationship with the authorities of the three countries;
- To coordinate activities with project partners to ensure timely and successful implementation of the project interventions. To ensure that all stakeholders are well informed and fully participate in this undertaking. To promote networking and experience sharing between the project stakeholders and target groups;
- To represent the Programme on behalf of UNDP and EC as required, vis-à-vis the authorities, and other international and local organizations in the three countries;
- In cooperation with the country managers, to identify experienced and qualified organizations/experts for the implementation of certain aspects of the project when required;
- To perform other duties and responsibilities as required.
Impact of Results
The key results have an impact on the overall success of the country programme and reaching UNDAF/ CPD goals. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

- A proven experience and ability to understand and interpret Integrated Border Management related issues, including experience in the aspects related to inter-agency and international co-operation among border management agencies in the Region and beyond;
- 7 years experience in managing large-scale development projects;
- Good communication skills, written and oral;
- Ability to lead and motivate staff and build teamwork;
- Ability to plan and prioritize;
- Ability to work under pressure;
- Substantial experience coordinating and working with Government, international organizations, the non-government sector and civil society;
- Sound analytical organizational and project management skills;
- Excellent negotiation and diplomatic skills;
- Full understanding of, and ability to interpret, UNDP policies and procedures;
- Understanding of EC procedures is essential.
Required Skills and Experience
- Master's degree or equivalent in public administration, law, military, political science and related fields;
- At least seven years’ senior project management experience in international border management development work;
- Experience in integrated border management programmes and/or relevant studies;
- Experience in development work; initiative and sound judgment, dedication to the UN principles and demonstrated ability to work harmoniously with persons of different nationalities and cultural backgrounds;
- Knowledge of the region would be an asset ;
- Full proficiency in English and Russian is essential .
