Job Description

DUTIES:
- Manage the recruitment team (2 recruiters and 3 recruitment assistants) in The Hague and all recruitment activities relating to civilian and military posts for the Agency. This includes:

• Responsible for the development and documentation of the recruitment strategy, aligned with the Agency strategy and business cycle;
• Develop Recruiting Service Level Agreements to define expectations and recruiting deliverables;
• Support the macro planning and monitoring of the Agency's workforce strategy;
• Responsible for the effective branding of NC3A as the preferred choice for
candidates to obtain employment;
• Promote the identification of quality talent by coaching hiring managers on utilizing behavioural interviewing techniques as well as other screening and testing tools;
• Ensure that the best recruitment sources are used in order to attract high caliber candidates from the various NATO nations;
• Advise on job descriptions, vacancy notices, advertisements and shortlists;
• Manage the recruitment budget and prepare a yearly recruitment budget needs analysis;
• Participate, advise and facilitate interview panels; prepare interview reports;
• Advise on selection procedures and ensure that they are applied in accordance with NATO and NC3A regulations;
• Control all follow-on recruitment actions to ensure that candidates are appointed in the quickest possible time;
• Advise and assist hiring managers on resource options and recruitment planning.

- Manage and develop new recruitment programs such as summer hire, temporary hires, internships, career fairs, etc.;
- Responsible for the management of information on recruitment status, contract planning, monitoring of the Agency's workforce strategy and budget;
- Counsel and advise staff; mediate in conflict situations;
- Responsible for classification of job descriptions;
- Develop and compose policy directives, notices, correspondence and statistics relevant to responsibilities;
- Represent the Agency in meetings, working groups and other fora on matters relevant to areas of  responsibilities;
- Deputize for HRM as required and perform any other duties as may be required.
- Business travel to NATO and national (NATO and non-NATO) facilities as well as frequent travel between the Hague, the Netherlands and Brussels, Belgium offices. May be required to undertake duty travel to operational theatres, such as Kabul (ISAF), inside and outside NATO boundaries.

REQUIRED QUALIFICATIONS AND EXPERIENCE:
- Essential:
• A university degree in a relevant discipline (human resources, social sciences, business management) or equivalent combination of appropriate qualifications and experience;
• At least five years experience in human resources with solid experience in recruitment management;
• Demonstrated experience in developing and executing a comprehensive recruitment strategy including innovative sourcing solutions for technical posts;
• Experience in implementing targeted recruitment strategies in support of an organization’s diversity initiatives;
• Excellent communication skills, with experience influencing others with well thought out recommendations, as well as strong presentations skills and ability to present to a wide range of audiences;
• Demonstrated ability to manage recruiting data and provide rigorous analysis of that data;
• Experience in planning, organizing and monitoring a large volume of recruitment activities and managing a small team with a high volume work load;
• Experience in competency based interviewing and assessment strategies;
• Sound experience with Microsoft Office applications and automated recruitment systems;
• A thorough knowledge of one of the two NATO languages (English and French), both written and spoken, is essential and some knowledge of the other is desirable.

- Desirable:
• Experience in developing and documenting human resources policy and procedures;
• Demonstrated project management skills especially with technology projects and experience in implementing online recruitment and selection capabilities;
• Prior experience of working in an international environment comprising both military and civilian elements;
• Knowledge of NATO responsibilities and organization.

This position also includes supervision of staff and candidates need to possess managerial courage, must be able to motivate and direct others, and need to have a high level of decision quality.

SALARY & CONTRACT OFFER:
Starting basic monthly salary is €6,057.77 and is exempt from income tax. Additional allowances may apply depending on the personal circumstances of the successful candidate. The successful candidate will be offered a definite duration contract of three years, which may be renewed by mutual consent for 2 further 3- year contracts and ultimately an indefinite contract if performance is excellent. Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Security clearance procedures will be initiated after selection of candidate, where necessary, for NATO Secret level.
