Public Affairs Advisor - EU Budget & Research Advisor 
Short-term contract – Replacement maternity leave
15/02/2012 – 15/11/2012
reporting to the Head of Regulatory Affairs

EWEA is the voice of the wind industry, actively promoting wind power in Europe and worldwide. It has over 700 members from almost 60 countries, including wind turbine manufacturers with a leading share of the world wind power market, plus component suppliers, research institutes, national wind and renewables associations, developers, contractors, electricity providers, finance and insurance companies, and consultants. This combined strength makes EWEA the world’s largest and most powerful wind energy network.

Scope
The Public Affairs Advisor is responsible for continuing to develop, strengthen and broaden an extensive advocacy network across the EU institutions and implement targeted lobbying strategies to impact the political processes.

The Public Affairs EU Budget & Research advisor plays a key role in raising funds for wind energy research and finance

Duties
Public Affairs Advisor

  • In coordination with the Head of Regulatory Affairs, advocate at national and EU level (Commission, EP and Council) in order to improve political and legal framework for wind energy
  • Write policy positions papers, reports and presentations related to his/her specific areas in line with EWEA strategy
  • Advise EWEA members on relevant decisions at EU level
  • Collect technical information in his/her area of expertise in order to develop consistent an irrefutable arguments aimed at implementing effectively EWEA strategy

EU Budget & Research

  • In coordination with the Head of Regulatory Affairs, liaise with EU Commission Members, Members of EU Parliament and Council attachés to promote wind energy research and finance
  • In coordination with the Head of Regulatory Affairs, engage with the European institutions, mainly the European Parliament, the European Commission and the European Council, to communicate key messages in implementation of the EWEA strategy and lobby plans as they relate to Research and Finance (notably the annual 2013 Budget and the Multi Annual Financial Framework, in particular the Horizon 2020 Proposal)
  • Liaise with other relevant organisations, such as governmental bodies, think-tanks and non-governmental organisations, to promote the wind energy sector’s interests
  • Liaise with Member states administrations to collect information on research policies
  • Follow the research and finance market and the development of wind energy in Europe and provide strategic recommendations
  • Draft analysis of budget and finance documents and background briefings and formulate policy positions in coordination with the relevant members of the Policy department

Required key qualifications

  • Master degree, preferably in European politics and/or Environment and Energy
  • 2 years of experience , including lobby experience in relation with European institutions, preferably around energy and/or budgetary issues
  • Fluent written and verbal English is mandatory; other languages are an asset to deal with EU representatives
  • Proven ability to manage complex organisational and political relationships
  • Excellent knowledge of European and international policies around research and EU negotiation process
  • Sound knowledge of the EU institutions and decision-making processes
  • Strong ability to work under pressure and with tight deadlines
  • Good time management and ability to prioritize
  • Self-confidence
  • Outstanding communication and presentation skills
  • Ability to meet short deadlines
  • Ability to work in a multicultural and international environment
  • Strong supporter of renewable energy
