The European Cyclists’ Federation is looking for a Project Officer to complement its dynamic international team working for the future of cycling in Brussels.
We are the umbrella Federation of more than 70 bicycle user associations in Europe and beyond. On behalf of our members we lobby, we advocate, we network, we research, we attend and we organize events. We work for a brighter future for cycling and bicycle users. In the past ten years ECF has been through rapid growth and made a strong impact at the international level, placing cycling firmly on the agenda for the EU and other institutions. Now we are building on our success with a Vision that takes us to 2030.
ECF has a growing portfolio of information technology related work, funded by the European Union and other sources. To co-ordinate delivery of these projects we require a specialist who can both coordinate our work and provide additional capacity to deliver projects. We are looking for a highly motivated person who wants their expertise in new technologies to make a difference to the future of cycling as transport, tourism and for quality of life. This means someone who is as enthusiastic about cycling as we are, but has a passion for communications and connectivity as tools for change.
This includes managing multiple web sites, social media, phone apps, databases for our in house use, and support projects in the field of connected mobility and Intelligent Transport Systems such as connected bikes and GPS navigation. We are looking for an experienced all-rounder who can manage and deliver services through a range of sub-contractors, suppliers, partners and colleagues. Your track record will show that you can deliver these resources to the targets for timeliness, budget and quality expected by our stakeholders. You can also play an active role in our Smarter Cycling initiative as cycling takes its place in the future of connected mobility.
Job Description and Responsibilities
To enable ECF to maximise its impact on the future of cycling through the use of information technologies for communication and connection to our communities. To provide project management support and expertise to ECF, its partners and networks on projects that use of connected mobility tools to increase levels of cycling.
Scope of Role
The role could include any of the following work areas:
1. Managing and developing ECF’s communications tools including
  • Web sites (,, EuroVelo,org, Velo-city, project web sites)
  • Databases, CRM, collaboration tools, social media presence
  • Applications for web sites and smart phones, GPS tools
  • Technical project management for projects and events, including Infrastructure for ECF’s demonstration project at Global ITS Congress 2018
  • Supplying content to all services
2. To recruit and manage suppliers for all fields of IT services including content development, supporting ECF’s other project managers in the effective and efficient implementation of ECF’s portfolio of projects.
  • To manage tasks and workflows within development projects, to design and implement new procedures for use and monitoring of technologies
  • To control financial procedures, budgets and administrative processes
  • To manage relationships with external project partners
  • To maintain overviews of ECF’s IT portfolios for reporting
  • Advising colleagues and partners of the technical requirements of emerging technologies in areas such ITS, C-ITS, GPS, Mobility as Service
  • To take part in project development and bid processes for new projects
  • Other duties as agreed by the ECF Management team.
Performance Indicators:
  • Project tasks delivered to time and budget
  • Tools and services delivered to time and standards required by funders and maintained to benchmark standards of reliability
  • Successful implementation of procedures and good practices in project management
  • Feedback from project managers within ECF and external project partners
