Job Description

Under the direct supervision of the Manager of the Employers’ Activities Programme, the incumbent develops, administers and implements training activities on developing the capacity of employers’ organizations, especially by acting as course manager for individual training courses.  More specifically, the incumbent:

  • Analyses training needs to promote and support efforts to develop the capacity of employers’ organizations, checks the technical quality of proposed training programmes and activities, prepares training proposals and justifies them to donors, sponsors and targeted beneficiaries in terms of a technical programme, country objectives and funding requirements;
  • Formulates, modifies and presents training proposals based on the incumbent's own technical expertise for the supervisor's analysis and approval; develops course curricula, training and promotional materials, schedules, and methods for the management of the implementation of individual training courses, in consultation with the Regional Programmes and administrative units;
  • As course manager, designs, plans, organizes, monitors, facilitates and runs training activities in the field of developing the capacity of employers’ organizations, including discussions and correspondence with experts and participants, field visits, recruitment of resource persons, provision of training input, development and testing of training material, preparation of cost estimates, evaluation of activities, and preparation and editing of associated reports;
  • Develops him/herself training material and/or manages and supervises the development of training material implemented by outsourcing, in the field of socio-economic policies (employment, social protection, labour market, …);
  • Maintains contact and exchanges information with ILO Head Quarter and field offices, training institutions, employers’ organizations, NGOs, other United Nations agencies, government officials and representatives of donor agencies related to his/her functions;
  • Develops new training methods and practices, as well as various methods for monitoring and evaluating courses and programmes, in order to improve the effectiveness, appropriateness and delivery of the Centre's training programmes;
  • Establishes and maintains a roster of consultants, experts and resource persons , and develops networks and cooperative arrangements with national and international institutions and agencies, employers’ organizations, United Nations bodies active in that field and with the relevant ILO departments, especially to get technical advice and/or funding on the planning, design and implementation of major programmes;
  • Performs other related duties as required (improve communication of the unit, website, etc.);
  • Technical areas in which the incumbent will mainly work: employment policies, wages, social security, skills, competitiveness and labour market policies;
  • These different functions will require regular travel especially to Latin America and Africa.

QUALIFICATIONS REQUIRED

Education
Advanced university degree in (labour) economics.

Experience
Experience in an international environment and/or experience in employers’ organizations or in companies are significant assets.

Languages
Proficiency in English and Spanish (French will be considered an asset).

  • Excellent knowledge of labour market and employment policies and human resource development and strong background in economics.
  • Knowledge of technical cooperation processes and procedures, and of donor policies and practices.
  • Full competence in using standard computer applications, particularly word processors and databases.

  • Ability to plan and organize work.
  • Good negotiating skills.
  • Ability to work with team spirit, within the Programme and with other Centre units.
  • Presentation skills and ability to train adults and high level representatives.
