Programme Officer vacancy – EuroMed Rights

EuroMed Rights is looking to recruit a motivated and professional Programme Officer for its Palestine, Israel and the Palestinians Programme. The position would be a permanent contract starting in October 2017, with location at EuroMed Rights Brussels office.

Description of Tasks

The Programme Officer will oversee the implementation of EuroMed Rights activities under its Palestine, Israel and the Palestinians Programme (PIP), and will be part of EuroMed Rights Advocacy Department, managed by the Advocacy Director.

The Programme Officer will undertake the following tasks, with the support of an Assistant that he/she will supervise:

  • Organise PIP Working Group (WG) meetings and ensure contacts between the WG members on a regular basis;
  • Monitor the EU and Member States’ policies towards Israel/Palestine, and when relevant, the UN and other stakeholders’ initiatives and calendars pertaining to Israel/Palestine and International Humanitarian Law (IHL);
  • Monitor the situation where members or partners and their work are at risk; suggest and implement solidarity activities (missions, alerts, etc.) in this regard;
  • Gather intelligence and actively seek relevant information data with a view to notifying members and partners in a timely manner;
  • Propose and implement advocacy and awareness raising strategies on Palestine, Israel and the Palestinians including organising capacity-building activities, advocacy tours, research and publication of reports, as well as coordinating the drafting of statements and recommendations on issues related to human rights and IHL;
  • Integrate EuroMed Rights’ thematic priorities into the work of the PIP Working Group when relevant;
  • Maintain contact and coordinate with other non-governmental organisations on issues pertaining to Palestine, Israel and the Palestinians;
  • Represents EuroMed Rights during meetings with stakeholders upon delegation by the Advocacy Director;
  • Ensure proper budget management, and narrative and financial reporting of activities.

Profile, Skills and Background

  • University degree in law or political/social science. Other similar qualifications may also be considered;
  • At least three years of work experience in the protection of human rights, and proven track record with civil society work;
  • Sound knowledge of the functioning of the EU institutions, UN mechanisms and human rights standards;
  • Knowledge of the Israeli-Palestinian conflict, and the policies of the EU and its Member States towards Israel/Palestine;
  • Proven track record of advocacy work towards the EU and Member States;
  • Ability to be clear and concise in written and oral communication, including in public;
  • Ability to manage complex and multi-stakeholder projects efficiently and diplomatically;
  • Self-motivated, well-organised, keen attention to details, able to work independently and efficiently under pressure;

Languages:

  • Fluency in English (oral and written) is imperative. Knowledge of Arabic or French will be considered an asset;
  • Computer literacy (Word and Excel required).
