Background:
Please note that this post is extra-budgetary funded. Initial contract period will be for two years, with possible renewal subject to availability of additional funding.
 
The OSCE Border Management Staff College (BMSC) was recently established in Dushanbe, Tajikistan to provide the Organization with a single point of knowledge delivery in border security and management. The Staff College will seek to enhance the knowledge of present and future senior managers of border security and management agencies of OSCE participating States and Partners for Cooperation. In doing so, it will focus on promoting and facilitating dialogue and cooperation, information sharing, exchange and development of best practice, and the implementation of international norms and legislation. It is hoped that the BMSC will become a centre of excellence, offering access to the latest thinking, methodologies, techniques and technology in the fields of border security and management;
 
The College will not only provide staff courses but also have an embedded Border Security and Management Research and Development Centre with links and access to border management training and research institutes elsewhere, a library of reference documents, and a limited research capacity.
 
Tasks and Responsibilities:
In consultation with the Secretariat and the Head of the OSCE Office in Tajikistan, the incumbent will perform the following duties:

  • Identifying priority activities and developing an effective work-plan for the College that addresses the needs of all OSCE participating States in the field of border security and management;
  • Superintending the planning, development, management and delivery of the Border Management Staff Course;
  • Overseeing the execution of quality training, education and research programmes, workshops, seminars, conferences and other events utilizing cutting edge methodologies and best practice;
  • Ensuring links, access to and the establishment and maintenance of close working relationships with border management training establishments/institutions, and border management research and development establishments/institutes elsewhere in the OSCE area;
  • Taking responsibility for human resource planning, recruitment and performance management in order to develop a highly motivated and effective team with the competencies required for an evolving and dynamic OSCE entity;
  • Mobilizing resources for programmes and ensuring the most efficient use of human and financial resources; in this respect liaising with senior management of the OSCE Office in Tajikistan on all aspects of administration, logistics and human resources;
  • Acting as the external advocate for the College, liaising with donor governments, academic institutions, non-governmental organizations and the media;
  • Ensuring consolidated reports are regularly prepared and distributed on the results, achievements and obstacles of the Border Management Staff Course;
  • Performing other duties as assigned.

 
Necessary Skills and Qualifications:

  • Advanced university degree in international relations, political science or similar;
  • A minimum of ten years of progressively responsible professional experience at senior management level in an international arena; minimum of five years of experience in a training institution preferably delivering curricula in border security and management;
  • Good knowledge of best international practices in management, curriculum-development, quality control;
  • Direct experience in the introduction of modern training methods and interactive practices would be an asset;
  • Excellent networking, team building and leadership skills;
  • Sound analytical skills, maturity of judgement and a proactive approach to problem solving;
  • Professional fluency in English; knowledge of other OSCE working languages, especially Russian, would be an asset;
  • Computer literate with practical experience in Microsoft packages;
  • Demonstrated ability and willingness to work with colleagues with different cultural, religious and professional backgrounds, as well as different gender, diverse political views and approaches to problems, while maintaining impartiality and objectivity.

 
Remuneration Package:

  • Monthly remuneration subject to social security deductions is about US$ 6,547 to which is added Board and Lodging Allowance (currently EUR 124 per day subject to change without prior notice).
  • Social benefits will include possibility of participation in the Vanbreda medical insurance scheme and the OSCE Provident Fund.
