PHRENOS is looking for a Policy Expert in the field of International Cooperation and Development.

What is Phrenos looking for?

We are looking for a motivated, competent, positive-thinking and enthusiast candidate who can provide support to our projects, under the supervision of our Project Manager and other team members to achieve project success.


Content development

  • Researching, drafting and maintaining project documents;
  • Producing assessment reports in a timely manner;
  • Writing policy papers, briefing and speaking points;
  • Proposing editorial approaches;
  • Advising on programme content, messages and key speakers;
  • Advising on communication strategy and campaigns;
  • Liaising with EU institutions and other stakeholders;
  • Coordinating experts’ contributions.

Communication skills

  • Capacity to liaise, interact and communicate with relevant international, regional and national organisations;
  • Proven experience in writing for different audiences via different channels.

Candidate Profile

Education and training

  • Master degree in Social Sciences (Political Science, International Relations, Development Studies, Law, History, etc.) ;
  • Native-level of written and oral English is required. Advanced knowledge of French is necessary. Any other European language is an asset.


  • At least five years experience in the field of international and EU policy development, policy analysis, or policy making;
  • Knowledge and experience in drafting and responding to tenders is an asset;
  • Experience in the event and communication sector is an asset.

  • Pro-active, good social skills;
  • Capacity to integrate in multi-disciplinary teams and multi-cultural environment
  • Capacity to coordinate work, ensure goals are met, products and services delivered on time and within scope.
  • Problem-solving attitude and the ability to work under stress within short deadlines.
  • Team player open to share knowledge and expertise.
  • Creative thinking and analytical skills.

IT literacy

  • Ability to use appropriate facets of office suite, web-based tools, forms
