Online Community Manager - intra-muros position.

Context

NovaComm has been requested to provide DG COMM B2 with the service of an intra-muros Online Community Manager to support Representations and EP Information Offices (in the context of the Share Europe Online Preparatory Action) on strategy, messaging, community management and social media analysis and reporting.

The Preparatory Action succeeds the Share Europe Online Pilot Project launched in 2013, retaining its main objectives and features. For memory, the pilot project aimed to:

  • Improve the way the European Parliament and the Commission engage with citizens on social media by stepping up and maintaining the social media presence of Commission Representations (Reps) and European Parliament Information Offices (EPIOs), making their communication more targeted, coordinated and tailor-made to nation social media landscapes.
  • Address the gap in online institutional communication on social media in local languages and on locally developed platforms.
  • Identify the shortcoming in the way the institutions communicate with citizens on social media and make suggestions for sustainable improvement.

The project was implemented in several phases:

  • A mapping of the social media landscape in 27 EU Member States (MS), completed in January 2013 and updated in June 2013
  • Deployment of social media community managers to the 17 Representations and EPIOs hosting a European Public Space (EPS), with central coordination between February and July 2013
  • Social media community management with central coordination in 28 MS (March – June 2014)
  • Social media community management with central coordination in 28 MS with focus on capacity building (July 2014 – January 2015)

In the present phase of the project, the intention is to continue supporting and stimulating the use of social media in the Representations and EPIOs, amongst others, by reinforcing the central steer and support.

Job description

More specifically, the Online Community Manager shall implement the tasks as follows:

  • Assist Representations in the management of their presence on social media platforms, including strategy development, support and training.
  • Develop, adapt and disseminate content to fit specific social media platforms and target audiences, with relevant linguistic adaptations.
  • Monitor the social media activity of Representations and provide (quantitative and qualitative) analyses and reports using relevant measurement tools available.
  • Contribute to drafting and editing of reflection papers, strategies, vision documents, project plans, and presentations.
  • Project support: prepare and participate in meetings, draw up project plans, meeting minutes.
  • Advise on and assist in implementing paid advertising on social media

All these tasks should be based on agreed objectives, but they should be done in an autonomous way.

The Online Community Manager will be placed in the Commission's Social Media Team in Brussels and will focus on the network of local offices.

Required skills :

  • Excellent level of English
  • Knowledge of French is an asset 
  • Ability to autonomously research content, possess excellent writing skills and have the ability to translate difficult policy language into understandable content
  • Experience or training in advertising, PR, online marketing or similar field
  • Proficient with all Microsoft Office products.
  • Dedicated to blogging, the use of Facebook, Twitter, Flickr, VimeofYouTube/Dally Motion
  • Understanding of the power of feed marketing (for example GoViral)
  • Creativity and documented Immersion In social media
  • Ability to map out a marketing strategy and then drive that strategy proven by testing and metrics
  • Ability to jump from the creative side to analytical side, able to demonstrate why Ideas are analytically sound
  • Discretion to Identify threats and opportunities in user generated content
  • Functional knowledge or experience with HTML/CSS
  • Knowledge of search engine optimisation
  • Excellent verbal and written communication skills and an ability to work Individually on a project or In a team environment
  • Outstanding organisational skills and the ability to handle multiple projects simultaneously while meeting deadlines
  • Ability to communicate results to stakeholders

Education and Experience:

  • University level education
  • At least 3 years of professional experience within the type of work.

Optional specific expertise:

  • Passionate about online conversations and highly motivated with experience and passion for blogging, micro-blogging and community participation leadership
