Job Description
The Embassy Management Section is looking to recruit a permanent, full-time LEII Country Manager (Corporate Services – Finance and Procurement) based in Paris. The vacancy is to be filled immediately and arises due to the re-organisation of the Section.
Detail:
The British Embassy in Paris is part of a successful network of 230 Posts globally representing British political, economic and consular interests overseas. The Country Manager (Corporate Services - Finance and Procurement) at Paris is responsible for the provision of support services for the 280 UK based and locally engaged staff employed in all UK Diplomatic Missions in France, covering among other issues, the implementation of the FCO Corporate Services programme (streamlining, standardisation and simplification of corporate processes across the global network), and, in consultation with Embassy senior management, oversight of the £14 million Embassy and Consulate expenditure programme.
Main Duties and Responsibilities:
To ensure that Embassy support service are implemented in line with the FCO Corporate Services Programme; to support the Embassy’s change programme in order to modernise working practices; to ensure that Embassy and Consulate funds are managed in line with FCO guidance; to ensure Embassy procurement complies with existing corporate policies and FCO best value for money objectives; to ensure that the Embassy complies fully with French legislation for importation of goods, applications for French identity cards etc; to strive continually to identify efficiencies which may be possible by introducing new support arrangements. The Country Manager will be responsible for managing three teams (finance, procurement and UK based staff support team) comprising 10 staff. The Country Manager will report to the Embassy Senior Management Officer and the Embassy Post Management Board.
The post holder will be expected to travel within France, the UK and the EU.
Skills
- Strong team leadership and team working skills with a particular ability to communicate a clear sense of purpose and direction in line with developments concerning FCO corporate services.
- Strong influencing, presentation and communication skills
- Well developed customer service orientation, with a commitment to continuous service improvement and leading by example
- Budget management and financial analysis skills
- Good IT skills – knowledge of Oracle would be useful
- Fluent oral and written English and French is essential
- Experience of purchasing for a public or private sector organisation would be desirable but not essential
Salary
The basic gross salary will be €2681 per month.
