Legal Advisor (M/F)
Grade AD 8 

1. THE JOB
The European Chemicals Agency (ECHA) is organising the current call for expressions of interest to constitute a reserve list for the post of Legal Advisor.

The Legal Advisor will work mainly in the Directorate for Regulatory Affairs in the Legal Affairs Unit.

The Legal Advisor will participate in several areas of the Agency. The main tasks include the following:

  • Legal advice on biocidal products;
  • Legal advice on REACH, CLP and/or other related legislation as well as applicable procedures;
  • Legal advice on administrative issues arising in the context of a European regulatory agency;
  • Checking the legal correctness of the decisions of the Agency;
  • Drafting defence and other written pleadings in appeal and court procedures;
  • Defending or organising the defence of the Agency position in the Board of Appeal or at the Community Courts;
  • Verifying operational procedures and legal templates;
  • Drafting and/or checking implementing rules and guidelines;
  • Checking documents intended to be communicated/distributed outside the Agency and which may possibly be binding for the Agency with regard to their legal correctness;
  • Contributing to the development of legal databases;
  • Legal research and follow-up of case-law, in particular at Community level;
  • Training of staff on legal issues;
  • Other related tasks.

2. QUALIFICATIONS REQUIREMENTS
a) Successful completion of a full course of university studies attested by degree, where the normal duration of university education is four (4) years or more; or,
b) Successful completion of a full course of university studies attested by degree, where the normal duration of university education is three (3) years. 
Your university degree under a) or b) above must be in law, or you must also have a professional qualification entitling you to practice as a lawyer.

3.  PROFESSIONAL EXPERIENCE REQUIREMENTS

  • If you have a university degree of 4+ years:
    Total professional experience: Minimum 9 years
    Professional experience in relevant fields listed below: Minimum 4 year
    Grade AD8
  • If you have a university degree of 3 years:
    Total professional experience: Minimum 10 years
    Professional experience in relevant fields listed below: Minimum 5 years
    Grade  AD8

Professional activity in any of the following areas of work shall be considered relevant professional experience:

  • Legal advice, representation, analysis and/or drafting connected with EU legislation on biocidal products or plant protection products.

4. SELECTION
If you meet the formal requirements set out in section 2, you will be assessed on the basis of the following selection criteria. The candidates who are judged to be the most suitable on the basis of the selection criteria will be invited to an interview.

  • Your academic and professional qualifications and their relevance to the main areas of work listed in section 1;
  • Your professional experience: the type and level of work done related to legislation on biocidal products or plant protection products.

The following will be considered as assets: 

  • Experience of Community law, in particular in relation to REACH, CLP, other chemicals legislation and analogous legislation;
  • Experience of working abroad and/or in an international/multicultural environment.
