The National Democratic Institute for International Affairs (NDI) seeks to hire a Resident Director to manage its programs in Kosovo. Primary responsibilities will include program design, implementation, evaluation, and management of the Institute's offices in Pristina and Mitrovica. The Director will be based in Pristina and serve as NDI's principal liaison to Kosovo’s elected officials, international authorities, local nongovernmental organizations (NGOs), and political parties. The Director will play a lead role in fundraising with U.S. and international donors. The Director will be assisted by Kosovo-based and Washington, D.C. staff in managing programmatic and administrative activities.
The successful candidate will have strong leadership and management skills, coupled with significant political party experience at a senior level. The successful candidate will possess familiarity with parliamentary governing systems. Flexibility and the capacity to cope with a rapidly changing and uncertain political environment is a must. The ability to effectively communicate skills and experience as a trainer or advisor is essential. Familiarity with or experience in Kosovo or the Balkans is highly desirable.
Background
NDI-Kosovo manages and executes several multi-year, multi-disciplinary programs, utilizing both federal and non-federal grant funding. The programs include direct work with Kosovo political party development, legislative strengthening, civil society and youth engagement, and diplomatic engagement. Activities specific to these programs include, but are not limited to, holding workshops, offering technical consultations, reviewing proposed legislation, managing polling efforts, coordination elections support, and liaising with government officials.
Required Skills
- Design, management, implementation and evaluation of NDI's program in Kosovo;
- Day-to-day management and oversight of 2 offices of Kosovar and expatriate staff in Kosovo;
- Building of local staff capacity to play a substantive role in program management, development, and implementation;
- Financial management of multiple federal and non-traditional grants;
- Consultations with government, political, and civic leaders and activists to provide advice and assistance;
- Cultivation of ongoing relationships with key partners in the Kosovo Assembly, government, political parties, UNMIK, the Organization for Security and Cooperation in Europe, and civil society, as well as USAID, U.S. Office personnel and other organizations representing the international community in Kosovo;
- Drafting and submitting written reports to NDI/Washington, which monitor and measure program results and political developments in Kosovo;
- Coordination of relevant program activities with NDI colleagues in the region.
Required Experience
- Minimum twelve (12) years of experience working with a political party or as an appointed or elected official at the national or local level. A combination of education and relevant NDI work experience may be substituted.
- Familiarity with parliaments, the U.S. Congress, or other national governing systems.
- Proven ability to effectively communicate skills and experience to others as a trainer or advisor.
- Familiarity and experience with work in a post-conflict environment.
- Ability to develop and execute effective program design and programmatic strategies;
- Strong leadership skills.
- Superior oral communications skills to effectively present information, respond to questions and negotiate;
- Exceptional interpersonal and staff managerial skills, with cultural sensitivity to effectively interact with all levels of a multi-ethnic and diverse staff, US and foreign government personnel, members of donor organizations, funders, and policy-makers;
- Superior writing skills; clear and persuasive written communication. Ability draw upon vast experiences to effectively and credibly edit all types of team documents;
- Exceptional analytical skills for interpreting complex program and political issues;
- Strong office management skills.
- Excellent organizational and financial management skills.
- Knowledge of program evaluation techniques.
- Experience with USAID grantees or other international organization.
- Experience working or living in Southeastern Europe desirable.
Comments
Expected start date will be January 2010. This position will be supported by NDI's Kosovo staff as well as by NDI staff in Washington, D.C. Salary is commensurate with experience. A generous benefits package is provided, including in-country housing allowance. As the position is based in Kosovo, the U.S. State Department will not support children under 21 of federal grantees.
