Iran Programme Coordinator

Salary: Approximately $70,000, based on experience

Job context: IWPR’s Iran programme uses the freedom, security, flexibility and reach of Internet communications to develop, train, empower and link a virtual, non-partisan network of individuals, journalists, as well as ordinary citizens, providing the chance to engage in a real public dialogue, accessing and expressing ideas and opinions and helping to shape the future development of the country.
Job purpose: To provide strategic direction, project coordination, management and oversight to ensure full delivery of IWPR’s Iran projects according to grant terms, budget, targets and objectives.
MAIN DUTIES
- Plan, implement, coordinate and monitor IWPR’s Iran projects in conjunction with the Senior Programme Director and Expert Consultant;
- Ensure that projects are delivered according to work plans, objectives and budget, and in compliance with grant agreements;
- Effectively manage the budgets and expenditures for the Iran projects, ensure timely preparation and filing of project expenditure reports;
- Identify and develop contacts with journalists and journalist networks within Iran, in coordination with the Expert Consultant;
- Work closely with and monitor the performance of journalists and editors to achieve project targets and provide direction, guidance, support and training as appropriate
- Ensure that relevant stories from Iranian journalists are identified, commissioned and published on the Mianeh website;
- Ensure that the story editing process is relevant and timely;
- Work towards IWPR registration and setting up a field office in Iran;
- Prepare and submit monthly and quarterly progress reports to the Senior Programme Director and relevant IWPR Finance staff;
- Ensure that appropriate evaluation and assessment mechanisms are in place and M&E is undertaken according to grant commitments and IWPR strategy, including assessment against IWPR standards, grant requirements and key performance indicators;
- Contribute to the development, implementation and maintenance of systems and standards relating to project delivery and narrative and financial reporting and provide training as necessary;
- Monitor and ensure field operations compliance with IWPR policies including risk management and safety and security guidelines;
- Ensure the projects comply with Health and Safety legislation in all of its work;
- Line manage staff and consultants according to IWPR policy and employment regulations, including Equal Opportunities Policies;
- Undertake other duties that may be reasonably requested by the Senior Programme Director;
- International travel may be required and medical clearance and travel clearances are necessary;
- In collaboration with IWPR Development staff, ensure the continued funding for Iran programming, which may include donor research, outreach and meetings.
PERSON SPECIFICATION
Essential
- Educated to degree level with a degree or its equivalent in training and experience;
- Good spoken and written Farsi and sound knowledge/experience of situation within Iran;
- Substantial (minimum 3 to 5 years) project management experience, with a background in United States/UK Government and/or European Union grants/contracts strongly preferred;
- At least 2 years experience of managing, monitoring and reporting on project budgets and budgeting;
- Journalism / media development experience;
- Track record of delivering projects within budget and timeframe;
- Excellent diplomacy and person-leadership skills, with the ability to maintain confidence of project staff and gain confidence of relevant stakeholders within Iran;
- Good understanding of and sensitivity to government processes, social structures and restrictions in Iran;
- Ability to prioritise work and meet deadlines;
- Ability to stay calm under pressure and to assess and absorb information quickly with excellent attention to detail;
- Computer literate, including ease with Microsoft programmes and excellent knowledge and experience of Excel;
- Ability to work effectively in a team with people from very diverse backgrounds and cultures and all social levels, in an open-minded and non-dogmatic way;
- Ability and willingness to travel as required;
- Ability and willingness to be self-servicing within the organisation.
Desirable
- Good contacts within Iranian journalist networks, media, academics;
- Knowledge of and commitment to human rights;
- Experience in new media, e.g. websites;
- Experience of procuring equipment and services;
- Experience of living and/or working in areas of crisis and conflict.
