Job Description
Job Purpose
To build the organisation’s capacity for winning and successfully delivering growth in  institutional grants to fund work that will contribute to achieving EveryChild’s strategic objectives.
Â
This is a new position in the Programmes Department, with the aim of building capacity of in-country programme staff to take full advantage of decentralised funding opportunities, and increasing EveryChild’s grant funding with a more entrepreneurial approach to programme development and donor relationship management.
Â
Everychild has merged functions previously managed between Fundraising and Programmes, with the vision that the continuum from programme development to proposal submission is managed as one; and that programme monitoring and donor reporting are fully integrated.

Scopes and limits of authority

Ø     One direct reporting staff
Ø     Manage on project basis of other staff in relation to proposal and report writing
Ø     Projected income target for 2009-10 is £2 million

Areas of Responsibility
Â
Produce and maintain a strategy and plan for fundraising from institutional donors.
Identify new institutional donor opportunities in the UK and elsewhere, including consultancy opportunities, consortia bids and tenders as well as multi-country or single country grants.
Proactively support county programmes to access locally sourced institutional grants.
Ensure coordination of programme funding, in liaison with Fundraising and Finance departments, to maximise funding opportunities and ensure effective grant management
Maintain procedures (steps, roles and responsibilities) for the production and approval of proposals and reports with regard to institutional donors; and oversee implementation of the procedures.
Develop the capacity of country programme staff to gain new grants and manage these effectively
Create and maintain a bank of project concepts in coordination with Programme Officers (in head office) and Programme Managers (in countries).
Write concepts and proposals to win new work and replace unrestricted income, using technical advisors on an as needs basis
Ensure accurate and timely communication and reporting to donor, ensuring compliance with donor requirements
Develop donor knowledge and relationships, representing EveryChild where relevant. Maintain an institutional donor information system: contacts, policies, budgets, interests, relevance to EvC strategy, history with EvC, etc.
Write annual review of institutional donor trends and analysis of implications for EvC.
Liaise with other teams and departments within the organisation (Fundraising, Programmes, Finance and Communications) on the development of annual and multi-year fundraising plans
Prepare regular reports, financial and narrative, for internal reporting
Manage Institutional Funding Officer in delivery of proposals, reports, management of information systems, and delivery of grant management information

PERSON SPECIFICATION
Â
Knowledge
Sound understanding of international development and humanitarian context and role of INGO’s.
Understanding of key institutional donors relevant to development and humanitarian field such as EU, Dfid, USAID, CIDA etc
Exposure to contract culture and donor requirements for consultancy interventions, tendering and consortia bids
Understanding of programmes that deliver child protection and social welfare reform (desirable)
Understanding of interventions to bring about successful institutional reform, systems development and policy and practice change

Experience
Extensive experience of successful proposal writing with a range of institutional donors, 3 years or more, both UK and in-country (desirable)
Complex grant funding such as working in consortia, tenders and multi-country proposals
Building & maintaining relationships with institutional donors
Writing complex funding proposals and budgets
Capacity building national staff

Terms and Conditions
Â
Salary:     £35,009 per annum
Probation:Â Â Â Â Â Â Â Â Â 6 months.
Holidays:Â Â 25 days per year plus bank holidays (pro rata for part years)
Pension:Â Â Â You will be eligible after 3 months to join the EveryChild pension scheme and we will match your contributions from 3% to 7.5%.
