Job Description

1. THE JOB
ECHA is organising the current call for expressions of interest, based on qualifications
and interview, to constitute a reserve list for the post of Information and Communications
Technology Architect. The job holder will work in the Application Team of the Information
and Communications Technology (ICT) Unit of the Agency on activities relating to the
definition and enforcement of architectural guidelines targeting the production, operation
and maintenance of large information systems and distributed applications.
Reporting to the Team Leader of the Application Team within the ICT Unit, the ICT
Architect will be responsible for the following tasks:
· Developing and maintaining the baseline software architecture, including
application software components, application server platforms, and middleware,
for the ECHA core systems;
· Developing and maintaining the architecture of the common technical software
services, such as for example collaboration infrastructure, database
management systems, application integration services, audit logging and
viewing, portal platforms, and web services;
· Identifying and specifying required middleware and other shared technical
software components, providing guidance and review for their implementation
and configuration, with as much detail as needed from time to time;
· Assessing vision documents, project proposals, and project deliverables, to
determine the impact on, and compliance with, the software and technical
architecture, including sizing, sustainability and capacity planning considerations;
· Designing, reviewing, and contributing to the definition of test plans for stability,
availability and performance of technical architecture components and
application systems;
· Driving the evaluation and selection of the technical products that are required to
implement the software and middleware architecture;
· Writing and maintaining technical standards for the organisation;
· Other related activities.

2. FORMAL REQUIREMENTS
You must fulfil the requirements set out below.

2.1. General conditions
· Be a national of a Member State of the European Union or a national of the
European Economic Area (Norway, Iceland, Liechtenstein);
· Enjoy your full rights as a citizen;
· Have fulfilled any obligations imposed by the laws concerning military service;
· Produce the appropriate character references as to your suitability for the
performance of your duties;
· Be physically fit to perform your duties;
· Have a thorough knowledge of one of the languages of the European Union and
a satisfactory knowledge of another language to the extent necessary to perform
your duties.

2.2. Qualifications
a) Successful completion of a full course of university studies attested by a
degree in Computer Science, Information Technology or a related technical
discipline, where the normal duration of university education is four (4) years
or more;
Or
b) Successful completion of a full course of university studies attested by a
degree in Computer Science, Information Technology or a related technical
discipline, where the normal duration of university education is three (3)
years.

2.3. Experience
To qualify for this profile (AD8), you must have total professional experience2 of at least
nine (9) years (if you have a four-year degree) or ten (10) years (if you have a three-year
degree). Of your total professional experience at least three (3) years must be in one or
more of the following areas of expertise:
· Enterprise architecture; in particular experience in the processes and methods of
an established enterprise architecture function, such as architecture definitions,
specifications, change management, and in providing architecture supervision
and support to the delivery of IT projects preferably in a large multinational
organisation;
· Standard architecture frameworks; in particular practical experience in the use of
recognised enterprise architecture frameworks such as The Open Group
Architecture Framework;
· General Architecture Modelling; in particular relevant experience in the
conceptualisation, modelling, and visualisation of architecture models and
designs, creating multiple views of a single architecture model to fit different
communication purposes meant for different audiences.
In addition, you must have at least three (3) years of your total professional experience
in the concepts, methods, techniques, and representative products in one or more of the
following areas:
· Service Oriented Architectures;
· Application server platforms, with emphasis on J2EE and OSS;
· Relational database management systems, with emphasis on Oracle
technology;
· Web architectures, including portal and web-based collaboration
technologies;
· Virtual server architectures;
· Team collaboration, rule based systems and business process management
technology, including message brokers and workflow tools;
· Technology supporting the implementation of web services and standard
deployment models;
· Application and systems profiling, performance optimisation techniques and
related tools;
· Development of enterprise solutions, including proficient use of automated
testing tools and techniques for increased efficiency of development
environments and software production processes (e.g. JIRA; Selenium;
Confluence; Hudson; Mercury; etc.);
· Document and content management technologies.
2 Only relevant professional experience acquired after achieving the minimum qualification stated in 2.2
shall be considered. Where additional periods of training and study are accompanied by periods of
professional activity, only the latter shall be considered as professional experience. Compulsory military
service or equivalent civilian service accomplished after the achieving the minimum qualification stated in
2.2. shall be taken into consideration. Professional activities pursued part-time shall be calculated pro rata,
on the basis of the percentage of full-time hours worked. A given period may be counted only once.

3. SELECTION
If you meet the formal requirements set out above, you will be assessed in view of
selection for interview on the basis of the following criteria:
· Your academic and professional qualifications and their relevance to the tasks
listed in section 1.;
· Your professional experience: the range of fields covered; the type and level of
work done; and its relevance to the tasks listed in section 1.
The following will be considered as assets:
· Project management experience;
· Experience in the processes and methods of an established enterprise
architecture function gained in large multicultural organisation(s);
· Practical experience in the use of recognised enterprise architecture frameworks
such as The Open Group Architecture Framework;
· Any level of TOGAF certifications in the field of enterprise architecture;
· Any level of SEI or SCEA certifications in the field of software and system
architecture;
· Knowledge and practical use of UML based modelling tools (e.g. Archimate);
· Knowledge of process driven development techniques;
· PRINCE2 certifications.

4. INTERVIEW
If selected for interview, you will be assessed in the interview on the basis of the
following criteria:
· Knowledge in selected fields of expertise listed in section 2.3;
· Knowledge and understanding of the conceptualisation, modelling, and
visualisation of architecture models and designs;
· Logical, structured and systematic thinking;
· Creative and analytical problem solving skills;
· Sense of co-operation, team working, and flexibility;
· Ability to organise, plan and implement work assignments, manage competing
demands and work under pressure of tight deadlines;
· Strong interpersonal skills and ability to establish and maintain effective working
relations with co-workers in a multicultural and multilingual work environment;
· Ability to communicate effectively in written and spoken English.

5. PLACEMENT ON THE RESERVE LIST

The candidates who are judged to be the most suitable on the basis of the criteria listed
in both 3 and 4 above will be placed on the reserve list. Successful candidates may be
offered a post in ECHA according to their qualifications, experience and expertise in
relation to the specific requirements of the post.
