Job Description

Overall purpose:
External Relations and Networking Department is responsible for positioning the Agency centrally among its key stakeholders – governmental institutions, intergovernmental organisations, national institutions and civil society. Furthermore the Department is responsible for facilitating a stronger and more focused European dialogue on Fundamental Rights through networks, workshops, platforms etc. while developping human rights education capacity building programs.

Department External Relations and Networking is composed of:
• Team Networking and Stakeholder Cooperation
• Team Human Rights Education
• Team Conferences and Events

Functions and Duties:
The job holder will work under the supervision of the Head of Department.
The responsibilities of the successful candidate will be to:
• Support the development and implementation of a Human Rights Education (HRE) strategy for the FRA;
• Coordinate the implementation of the FRA HRE strategy at the national and regional levels, including the organization of HRE meetings, workshops, and other events;
• Advise and coordinate the development of HRE methodology across the thematic areas of the Multi-annual Framework and promote the integration of HRE into the FRA projects and activities;
• Develop and manage a HRE program for the FRA;
• Support the mainstreaming and integrating, monitoring and evaluation at all levels of HRE work, including developing and managing evaluation related HRE projects;
• Develop and implement HRE projects aimed primarily at HRE capacity building in relation to the FRA’s cooperation arrangements and the FRA’s work in candidate countries;
• Advise and support the FRA staff and the FRA’s stakeholders in the development of national and European HRE strategies;
• Develop multi-faceted engagement with the global HRE movement including regional and international governmental and nongovernmental HRE organizations;
• Identify and analyse lessons to be learned from HRE practices through utilization-based evaluation, reproduce the lessons, and facilitate a shared learning process;
• Represent the FRA at meetings and events dealing with HRE;
• Cooperate with the FRA’s inter-governmental partners working in the field of HRE such as the EU institutions and community bodies, Council of Europe and the United Nations.

JOB REQUIREMENTS
Qualifications and experience required

A. Eligibility criteria
Candidates will be considered for the selection phase on the basis of the following criteria to be fulfilled by the deadline for applications:

(a) A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more and, after having obtained the university degree, at least 6 years of professional experience; OR A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is three years and, after having obtained the university degree, at least 7 years of professional experience;

(b)Thorough knowledge of one of the official languages of the Communities and a satisfactory knowledge of another language of the Communities;

Furthermore, in order to be eligible candidates must:
• Be a citizen of one of the Member States of the European Union;
• Be entitled to his or her full rights as a citizen2;
• Have fulfilled any obligations imposed on him/her by the laws on military service;
• Be physically fit to perform the duties linked to the post3.

B. Selection criteria
Essential

• Proven experience and knowledge of human rights issues and human rights education policies of at least 3 year;
• Proven experience in planning and managing Human Rights Education policies, activities and projects of at least 3 years;
• Proven experience of working with the FRA’s stakeholders such as the EU institutions, governments, inter-governmental organisations, civil society or national human rights institutions of at least 3 years;
• Proven experience of project management and evaluation;
• Proven experience and expertise in the design, development and production of materials and programs related to human rights education, awareness raising and training;
• Capacity to work under pressure and meet deadlines in demanding conditions;
• Excellent communication, organizational and interpersonal skills;
• Computer literacy and familiarity with the most wide-spread electronic office equipment (word processing, spreadsheets, power point, e-mail, internet).

Advantageous
The following characteristics will be considered as additional assets:
• Excellent command of both spoken and written English;
• A good understanding of EU institutions, EU fundamental rights policies and related activities and of other European and international organizations;
• Experience of having worked for an inter-governmental organization, a national human rights institution or a civil society organisation in the human rights education and awareness raising field;
• Knowledge of EU financial rules;
• Good command of one or more of the following languages both written and spoken, French and German;
• A flexible approach to work with others that facilitates collaboration and teamwork, easily switching between coordination and support/facilitation role as required by individual task(s);
• Experience of working in a multicultural/multilingual environment;
