AETS is an international consulting firm, established in 1996, serving mostly the development cooperation programmes of the European Union, World Bank and other major donors in a wide scope of technical fields ranging from Trade Facilitation to Climate Change and including Human Rights as well as Governance and Gender issues. The company has forty five permanent staff members who are split between its general headquarter in France (Pau, 64000) and branch offices in Bangkok, Brussels, Jakarta and New Delhi. Its annual turnover is of approx. €16 million.


Under the overall supervision of the Managing Director and direct supervision of the Head of Business Development & Communication Service, the collaborator will in particular undertake the following missions:

  • providing Human Resource (HR) support to technical departments of AETS in the identification and recruitment of external experts for teams to be mobilised on tenders submitted by the company for all types of service contracts/clients;
  • through a long term and up-stream approach, ensure that the best experts, in the main fields of work of AETS, are identified, informed about AETS and interested to work with AETS, their CVs collected, verified and saved with their contacts in AETS’s data base;
  • providing support to the implementation of Framework Contracts, through identifying suitable resources for requests of services to be answered to, negotiating financial conditions, verifying CV accuracy, tailoring CVs to the specificity of the requests and saving them in AETS data base; and
  • assisting the General Management of AETS in the its internal recruitment policy to develop AETS HR capacity in support to the implementation of its overall development strategy.

Responsibilities and Accountabilities

  • Identify external experts suited for positions (Key and Non-Key) to be filled in offers prepared by AETS to respond to tenders for services in its fields of work.
  • Participate, in close consultation with relevant project managers and as early as possible in the process of response (forecast notices), to the recruitment of external experts for the positions to be filled in relevant offers – Long Term projects and Framework Contract requests of services.
  • Provide assistance to the technical departments in the preparation of offers on requests of services of the framework contracts.
  • Publicise AETS amongst external experts and potential partner companies, in particular through the maintenance of “ads” on the company’s web-site/linked Inn/other social networks.
  • Work up-stream, in close consultation with technical departments towards the identification of external experts who could work for AETS in the main fields of intervention of the company, in order to develop the database.
  • Update and improve AETS’s data base of experts to render it easily operational and user friendly to all Project Managers.
  • Ensure that – according to AETS Quality Management System (QMS) – all CVs of experts contracted by AETS are saved in the data base and indexed with contact details.
  • Ensure that – according to AETS QMS – all experts having worked for AETS are evaluated and the result of these evaluation recorded.
  • Work with the Management of AETS on the evaluation of needs in term of internal human resources and in the identification and recruitment of relevant candidates.
  • Take any action, in consultation with Head of BDC and Managing Director towards the deployment of an efficient HR support service.


  • The candidate should preferably have a Master degree in the field of human resources or any field of relevance to the activities of AETS including general matters such as international relations or communication.
  • Specialised additional Diploma/Training in relation to the function would be an advantage


Ten years of experience in the field of HR, with prior experience in the search, identification and recruitment of expertise in multidisciplinary context, preferably in the framework of EU financed development cooperation programmes and EU policy advocacy.
