Job Description
1. THE JOB
ECHA is organising the current call for expressions of interest, based on qualifications
and interview, to constitute a reserve list for the post of Head of Unit – Corporate
Services.
The Corporate Services Unit is foreseen to cover the following services: the building
management and provision of security services, provision of office supplies and other
logistics, the agency’s travel and meeting support services, mail registration and
distribution, management of archives and other facility-related services.
Reporting to the Director of Resources, the Head of Unit – Corporate Services will be
responsible for managing the human, financial and technical resources of the new
Corporate Services Unit and defining and achieving its objectives within the framework
of the overall strategic planning of the Agency. In particular, (s)he will:
- Provide the Executive Director and senior management of the Agency with timely and appropriate advice and information on the facilities and corporate services;
- Coordinate the Unit’s planning and budgeting and ensure timely implementation of the work plan of the unit;
- Ensure an adequate framework of procedures, working instructions and guidelines;
- Ensure timely implementation of plans and sound financial management of the Agency’s Corporate Services budget;
- Ensure smooth communications with the Agency’s management and the Staff on Corporate Services matters;
- Ensure the timely availability and efficient management of appropriate office space, furniture, non-IT office equipment, office supplies and well functioning meeting facilities;
- Ensure high level functioning of ECHA’s Conference Centre, including conference centre reception and logistics, travel arrangements and travel cost reimbursement for the eligible meeting participants;
- Coordinate and facilitate the travel services and mission cost reimbursement to the ECHA staff;
- Manage the mail registration and delivery services of Agency as well as the physical archives;
- Ensure the smooth running of the Agency’s building related services and service providers (security staff, cleaning, office moves, maintenance, catering, etc.);
- Ensure a safe, healthy and agreeable working environment for the staff of the Agency as well as meeting and common facilities for ECHA staff and visitors;
- Perform any other related activities.
2. FORMAL REQUIREMENTS
You must fulfil the requirements set out below.
2.1. General conditions
- Be a national of a Member State of the European Union or a national of the European Economic Area (Norway, Iceland, Liechtenstein),
- Enjoy your full rights as a citizen,
- Have fulfilled any obligations imposed by the laws concerning military service,
- Produce the appropriate character references as to your suitability for the performance of your duties,
- Be physically fit to perform your duties,
- Have a thorough knowledge of one of the official languages of the European Union and a satisfactory knowledge of another official language of the European Union to the extent necessary for the performance of your duties.
2.2. Qualifications
a) Successful completion of a full course of university studies attested by a degree, where the normal duration of university education is four (4) years or more;
Or
b) Successful completion of a full course of university studies attested by a degree, where the normal duration of university education is three (3) years.
2.3. Experience
To qualify for this profile, you must have total professional experience of at least twelve
(12) years (if you have a four-year degree) or thirteen (13) years (if you have a threeyear
degree) after achieving the qualification set out in a) or b) above, of which at least
four (4) years must be in a field or fields relevant to corporate services, and at least one
(1) year in a management role (Head of Unit, Head of Sector, Team Leader or
equivalent).
3. SELECTION
If you meet the formal requirements set out above, you will be assessed in view of
selection for testing and/or interview on the basis of the following criteria:
- Your academic and professional qualifications and their relevance to the tasks listed in section 1. “THE JOB” above;
- Your professional experience in fields relevant to the activity of the unit;
- Your management experience.
The following will be considered as assets:
- Experience of corporate services management, in particular in an EU institution or agency;
- Experience of starting up a new organisation or business unit;
- Experience of working abroad and/or in an international/multicultural environment.
4. PRELIMINARY INTERVIEW/TESTING
Selected candidates may be invited for a preliminary interview and/or aptitude and
competence testing by personnel selection consultants serving in an advisory capacity
the selection committee. Candidates who in the course of such interview/testing
demonstrate the requisite aptitudes/competences may be invited for an interview with
the selection committee.
5. INTERVIEW
If selected for an interview with the selection committee, you will be assessed in the
interview on the basis of the following criteria:
- Knowledge and understanding of the role of corporate services within an EU body and institution, as listed in section 1 “THE JOB” above;
- Knowledge and understanding of the EU legislation and governance principles governing these services;
- Experience on managing corporate services and the related financial resources;
- Leadership capacity and aptitude for management of human and financial resources;
- Knowledge and understanding of EC financial rules and procedures, public procurement and contract management;
- Negotiation, problem-solving and conflict-resolution skills;
- Excellent command of English and aptitude for working in a multicultural and multilingual environment.
6. PLACEMENT ON THE RESERVE LIST
The candidates who are judged to be the most suitable on the basis of the criteria listed
in sections 3, 4 and 5 above will be placed on the reserve list.
